The Procurement / Project Expeditor is responsible for managing and expediting project-related procurement activities, ensuring the timely delivery of materials, equipment, and documentation in line with contractual, quality, and compliance requirements. This role involves close coordination with vendors, contractors, manufacturers, freight forwarders, warehouse teams, and internal stakeholders to support seamless project execution and delivery.
Key Responsibilities
1. Purchase Order Management
- Issue, review, and approve Purchase Orders (POs) and requisitions in compliance with company policies and contractual terms.
- Ensure accuracy of commercial and technical details in all purchase orders.
2. Material Expediting
- Monitor and expedite project materials on a daily basis.
- Coordinate with contractors, manufacturers, freight forwarders, warehouse teams, buyers, and end users to ensure timely delivery.
3. Project Monitoring & Execution
- Track project timelines and milestones to ensure timely completion.
- Identify delays, propose mitigation strategies, and communicate updates to project management teams.
4. Document & Compliance Coordination
- Manage submission and review of Inspection Test Plans (ITP), General Arrangement Drawings (GAD), and QA/QC documentation.
- Ensure manufacturing clearance before production begins.
5. Vendor & Production Monitoring
- Liaise with vendors and manufacturers to track production schedules and progress.
- Ensure compliance with product specifications and delivery commitments.
6. Project Reporting
- Prepare and submit regular progress reports highlighting potential risks and delays.
- Recommend corrective measures to avoid project slippages.
7. Inspection & Quality Control
- Coordinate Third-Party Inspections (TPI) as per ITP requirements.
- Ensure clearance of all Inspection Reports, Mill Test Certificates (MTC), and Inspection Release Notes (IRN).
8. Logistics & Freight Management
- Arrange transportation and manage coordination with freight forwarders in line with PO Incoterms.
- Oversee import/export logistics to ensure on-time and cost-effective delivery.
9. Warehouse & Final Delivery Coordination
- Collaborate with warehouse teams to ensure accurate receiving, storage, and dispatch.
- Monitor last-mile delivery to clients and project sites.
10. Stakeholder Communication
- Act as the primary point of contact between clients, vendors, and manufacturers.
- Represent the company in all project execution matters.
11. Regulatory & Compliance Oversight
- Maintain procurement and project records in compliance with internal policies, audit guidelines, and industry best practices.
12. Third-Party Coordination
- Engage with Third-Party Inspection Agencies (TPIA), Testing & Certification Authorities (TPCA), and laboratories for required inspections and testing.
- Process purchase orders for TPCA and laboratory services, ensuring timely results and reports.
13. Testing & Inspection Management
- Validate inspection and testing documents against approved ITPs and project specifications.
- Ensure compliance with contractual and regulatory requirements.
14. Production & Workflow Supervision
- Organize workflow and ensure employees understand their duties and delegated tasks.
- Supervise production personnel and prepare effective production schedules.
- Monitor operations to ensure adherence to production standards.
- Recommend adjustments to processes where necessary.
- Inspect and measure materials and products for compliance with specifications.
- Maintain and organize all production and quality documentation.
Qualifications & Skills
- Bachelor’s degree in Supply Chain Management, Engineering, or related field.
- 5+ years of experience in procurement expediting or project execution in Oil & Gas, EPC, or related industries.
- Strong knowledge of procurement processes, incoterms, logistics, and quality assurance standards.
- Excellent communication, negotiation, and stakeholder management skills.
- Proficient in ERP systems, MS Office, and project management tools.
- Ability to work under pressure and meet tight deadlines.
