Definition

Coordinates television and audiovisual production for the City of Missouri City government access channel (MCTV), website and social media outlets.

The Production Specialist III position is responsible for building, promoting and maintaining a positive image for the City through effective public relations methods, media coverage and storytelling.

Reporting relationship: Senior Producer/Communications Manager.

Examples of Work

• Planning, creating, scripting, coordinating, producing, directing, and editing videos.
• Plans and facilitates studio and field-based video production; coordinates pre-production and production planning activities; interacts with clients; transports, sets up and operates all video and audio equipment as required.
• Plans and performs video post-production tasks including reviewing footage, making editorial decisions, audio adjustment, color correction, and final editing; creates and utilizes motion, graphics and special effects for video post-production in accordance with the overall production concepts; compresses video projects in various formats for output.
• Performs occasional on-camera and voice-over work for City productions. Meets with City staff to assure coverage of pertinent events and activities; assists in producing and writing promotional spots, packages, and features for City services.
• Works with City departments upon request to produce educational, training, and safety videos.
• Performs a variety for technical and creative responsibilities for video production including format design, scriptwriting, editing, preparation of storyboards, lighting, set design, camera operation, and creation of special effects.
• Utilizes software suite equipment. Operates live broadcast equipment for the City Council, work sessions and other live events as required; to include control room operation of cameras and switching equipment; using motion and still graphic software to support studio and field productions; promoting and assisting with maintaining video presence on the City's website and other social media outlets.
• Performs scheduling duties for automated playback of produced segments and broadcasts.
• Ensures all established policies and procedures related to the government access channel are followed. This includes what can be submitted to air and who is allowed to use the channel.
• Maintains guidelines and forms for graphic and video requests.
• Provides audio/visual support to staff for internal and external purposes.
• Prepares and submits budget requests; recommends equipment purchases and replacements.
• Attends various City events to capture photo and/or video.
• Perform other related duties as assigned;
• Subject to 24-hour recall.
