DEFINITION OF RESPONSIBILITY:

Under general supervision, the IT Product Manager leads the planning, delivery, and ongoing management of enterprise technology products that enable agency operations and public services. This role acts as the key bridge between business stakeholders and technical teams, ensuring solutions align with organizational priorities, user needs, and regulatory requirements. The Product Manager is responsible for setting product direction, overseeing the full product lifecycle, and delivering scalable, secure, and high-quality solutions

EXAMPLES OF ESSENTIAL DUTIES:

  • Subject Matter Expert on IT solutions and capabilities in assigned program scope
  • Responsible for all program oversight, including planning, directing, and vendor management
  • Attends and participates in meetings with Customer Relationship Managers and OIT leadership to understand business goals and solutions needs, including the development and refinement of business requirements.
  • Develops Productlevelvision,strategy, governance ,approach, and implementation plans required to achieve necessary outcomes.
  • Facilitates the creation of business cases, program roadmaps, and program governance structures to support Project Managers.
  • Identifies, tracks and manages Product level risks and issues. Serves as escalation point to resolve product issues, remove roadblocks, formulate contingency plans and communicate status
  • Ensures the sequencing of projects is appropriate at the Product level.
  • Functions as central point of Product communication and status for stakeholders and OIT management.
  • Communications are professional, timely, and clear and present the correct level of information based on audience.
  • Ensure solutions meet security, compliance, and governance standards
  • Participate in procurement activities including requirements development, vendor evaluation, and contract support
  • Contribute to IT governance processes, including architecture review and intake committees
  • Develop user documentation, training materials, and communication plans
  • Support incident management and issue resolution as needed
  • Accountable for adherence to established delivery standards and industry best practices to ensure successful project delivery leads to the overall program goals being achieved.

Qualifications

Education, Training, and Experience:

Experience:

Graduation from an accredited college or university with a bachelor's degree in business administration, Information Technology, Information Systems Management, Computer Science or a related field

plus

at least four years’ experience in systems analysis, product management, application development, business system requirements or information technology. Experience managing operations or product management across diverse functional areas and technology platforms.

Preferred Experience
  • 2-4 years product/application administration experience.
  • 3 years of product management experience across multiple IT projects.

  • Experience managing enterprise applications with a focus on product delivery, stakeholder engagement, and continuous improvement.

  • Strong ability to translate business needs into technical requirements and actionable plans.
  • Oversee implementation and support of enterprise applications (e.g., CRM, ERP, permitting, or case management systems).

Flexible Spending Accounts

In order to qualify for life insurance benefits, part-time employees must be scheduled for four (4) full work days plus two (2) hours each week.

Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.

Retirement
Employees are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.

Paid Leave
Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.

Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.

Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
