Position Overview

Chartis Federal is seeking a Product Procurement Specialist to provide on-site warehouse support to our customer. This position will be responsible for planning, developing, and executing inventory management programs in support of FEMA logistics and emergency response operations. This position is expected to be 100% on site at a government facility located in Bluemont, VA.

Requirements:
  • Ensures accountability, visibility, and lifecycle management of mission-critical assets across multiple sites, including steady-state and disaster surge environments.
  • Provides technical expertise, oversight, and coordination for inventory systems (SAMS), property accountability, and supply chain operations supporting national preparedness, response, and continuity missions.
  • Inventory Program Management:
  • Develops, implements, and evaluates inventory management policies, procedures, and internal controls.
  • Oversees lifecycle management of government property, including acquisition, tracking, redistribution, and disposal.
  • Conducts program reviews to ensure compliance with federal regulations and DHS/FEMA policies.
  • Asset Accountability & Compliance:
  • Ensures compliance with federal property regulations (e.g., Federal Management Regulation, DHS property guidance).
  • Maintains accurate records in inventory/property management systems. (SAMS)
  • Leads and supports audits, inventories, and reconciliation efforts.
  • Investigates discrepancies, loss, or misuse of government property and recommends corrective actions.
  • Systems & Data Management
  • Utilizes automated systems (e.g., FEMA logistics/property systems) to track and manage inventory. (SAMS)
  • Analyzes inventory data to forecast needs, identify trends, and support decision-making.
  • Ensures data integrity across systems and coordinates corrections as needed.
  • Develops reports and dashboards for leadership visibility.
  • Logistics & Operational Support:
  • Supports disaster response operations by managing deployment and accountability of equipment and supplies.
  • Coordinates with logistics centers, distribution centers, and field operations.
  • Ensures rapid mobilization and tracking of assets.
  • Coordination & Stakeholder Engagement:
  • Serves as liaison with internal program offices, logistics centers, and external partners.
  • Provides guidance and training to staff on inventory procedures and systems.
  • Process Improvement & Innovation:
  • Identifies inefficiencies and recommends automation or system enhancements.
  • Leads initiatives to modernize inventory tracking (e.g., barcode, RFID, digital tracking).
  • Develops SOPs and best practices to standardize operations across locations.
  • Verifies materials (or merchandise) against receiving documents, noting and reporting discrepancies and obvious damage.
  • Routes materials to prescribed storage locations; storing, stacking, or palletizing materials in accordance with prescribed storage methods.
  • Rearranges and takes inventory of stored materials, examining stored materials and reporting deterioration and damage.
  • Removes material from storage and prepares it for shipment, may operate hand or power trucks in performing warehousing duties.

Qualifications

  • High school diploma, GED, or equivalent required.
  • Ability to stand/walk for 8–10-hour shifts, lift heavy objects (30–50+ lbs.), and perform repetitive tasks like bending, stooping, and climbing.
  • Forklift certification or the ability to obtain one is preferred.
  • 5-10 years previous warehouse experience.
  • Familiarity with inventory control systems, Radio Frequency (RF) scanners, and basic computer proficiency.

Other work conditions

Work is primarily centered on site at a government facility in an office or a shop. It is performed around and within electronic, electrical, and mechanical equipment and must be performed with complete regard for safety regulations to avoid accidents or injury.

Work areas during exercises or actual emergencies may be in a semi-fixed environment or at a field location operating in confined shelters, available buildings, or outside under hazardous conditions. Strict adherence to safe work practices and compliance with governmental safety regulations and directives is mandatory.

Clearance Required

This position requires a Public Trust security clearance. The contractor must have an active Public Trust.
