This position is located within the DC Department of Parks and Recreation (DPR). DPR provides quality urban recreation and leisure services for residents and visitors to the District of Columbia. DPR supervises many of District of Columbia’s recreation/ community centers, parks, athletic fields, playgrounds, spray parks, tennis courts, community gardens, dog parks, and aquatic facilities. The agency also coordinates a wide variety of recreation programs, including sports leagues, youth development, therapeutic recreation, aquatic programming, outdoor adventure, camping, and senior citizen activities. In addition, adaptive programs and facilities are available for people with disabilities. The Land and Water Conservation Fund (LWCF) Program Analyst is responsible for the management and coordination of LWCF projects, planning, and grant management in the Capital Projects Division.
Duties and Responsibilities
Prepares and submits grant applications for submission to the National Park Service’s Land and Water Conservation Fund (LWCF) as well as the Outdoor Recreation Legacy Program (ORLP). Leads the development of the Statewide Comprehensive Outdoor Recreation Plan update and conducts required community engagement via surveys, meetings, workshops, and other engagement strategies. Collaborates with the Finance team and the Capital Projects team to administer LWCF grants, including the preparation of budget forecasts, tracking of performance and expenditures, and forecasting funding requirements for current and future DPR programs. Prepares Memoranda of Understanding (MOU), Cooperative Agreements, and contracts to ensure accurate and timely expenditure of LWCF funds. Partners with Capital Projects team on innovative outdoor urban design projects to provide exceptional outdoor recreation amenities to the District of Columbia.
Manages larger LWCF portfolio by organizing historic files and mapping all previous LWCF projects in ArcGIS for public-facing websites. Leads the creation of a public-facing website where information about project type, location, community impact, and other related areas of LWCF projects can be analyzed. Monitors and maintains LWCF data and statistics for reporting requirements and coordinates the submission of all periodic and final reports required by awarded grants. Prepares and designs online communications such as project site pages and maps of master planning documents. Monitors online platforms and provides updates such as posting public information, awards, notices, and project status.
Qualifications and Education
Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

The work is performed in an office setting involving everyday risks or discomforts, which require normal safety precautions typical of offices.

Tour of Duty: Monday through Friday; 8:30 am – 5:30 pm. Shift work is required.

Collective Bargaining Unit (Non-Union): This position is not covered under a Collective Bargaining Unit.
Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
