Program Analyst – Community Development

The Role

As a Program Analyst, you will support high-impact engagements focused on platform optimization, process improvement, and operational modernization in local government environments. You will work closely with Program Managers and client teams to bring structure to ambiguity, translate operational reality into actionable insights, and help move work forward with discipline and clarity.

Your Responsibility

You will support the delivery of platform optimization and modernization programs through structured analysis, coordination, and execution support.

Program Support & Coordination

  • Support multi-department engagements and track progress, risks, and dependencies
  • Help define scope, success metrics, and execution plans aligned to program leadership priorities
  • Prepare materials and inputs for executive briefings and working sessions

Platform Optimization & Systems Analysis

  • Document current-state operations and translate findings into clear requirements and priorities
  • Evaluate how proposed changes affect the broader system, not just individual processes
  • Coordinate inputs from internal team members and external stakeholders

Process Improvement & Change Support

  • Assist with process mapping, documentation, and root cause analysis
  • Support adoption and change activities in real government environments
  • Ensure improvements are documented and aligned with established governance

Training, Enablement & Performance Insight

  • Develop and maintain training materials and job aids
  • Support go-live readiness and post-implementation stabilization
  • Analyze operational data to surface trends, risks, and improvement opportunities

QualificationsRequired

  • Master’s degree in Business, Public Administration, Data Science, Information Systems, or a related field.
  • 5-10 years supporting complex, cross-functional programs
  • Platform implementation or optimization experience
  • Proven ability to work through ambiguity and resistance
  • Strong facilitation and executive communication skills, excellent written and verbal communication skills, including executive-level facilitation.

Preferred

  • Certifications:
  • Project or Program Management Professional (PMP / PgMP)
  • Prosci Change Management
  • Certified Scrum Master or Product Owner (CSM / CSPO)
  • Lean Six Sigma Greenbelt (LSSGB)
  • Strong data fluency with spreadsheet tools (Google Sheets and Excel) and data visualization tools (Looker or PowerBI)

Pay: $85,000.00 - $105,000.00 per year
