Program Analyst III - Homelessness Specialist III
Under limited supervision, the Program Analyst III – Homelessness Specialist primarily performs the more complex tasks to ensure proper management, compliance, and evaluation of the effectiveness of Housing and Urban Development (HUD) and City of Detroit General Fund programs, specializing in programs designed to assist clients experiencing homelessness. The Homelessness Specialist III is located within the City of Detroit Housing and Revitalization Department’s Housing Solutions and Supportive Services Division.

Knowledge, Skills and Abilities

Strong knowledge of federal, state, and local laws, regulations, rules, policies, procedures, and methods governing the economic development and the administration of grants, cooperative agreements, and awards.

Skill in the use of a personal computer, Smartsheet, Microsoft Office and other comparable databases.

Ability to collect, organize, and analyze data.

Ability to communicate information and ideas clearly and effectively both orally and in writing.

Ability to work tactfully and effectively with employees, supervisors and managers, grantors, subrecipients, and senior staff in assigned Departments and Agencies.

Ability to assist with timely and accurate tracking of activities to ensure compliance with federal, state, and local regulations and program requirements.
Physical Demands

The employee generally remains in a stationary position for an extended period of time operating standard office equipment which may include computers, telephones, photocopiers, and fax machines.

The employee is expected to move about to accomplish tasks such as opening file cabinets and moving files.

Must be able to lift, push, pull, and carry up to ten (20) pounds.
Work Environment

Work is performed primarily in an office environment.

Some work requires travel to meetings, conferences, and other work sites with exposure to seasonal weather conditions.
