Union Gospel Mission Twin Cities (UGMTC) provides emergency shelter, food, basic needs and wraparound programs for people facing homelessness, hunger and addiction in the community. Located in Saint Paul, UGMTC opened its doors in 1902 and has been feeding, sheltering and offering the hope of Jesus Christ to people in need ever since.

The Men’s ACTS Program encourages behavior change through the spiritual, educational, and career growth of residents. It does this through spiritual guidance and education; employment readiness skills and activities; recovery, life and basic education training and mentoring.
POSITION SUMMARY:
The Program Case Manager is responsible for overseeing and supporting the residential environment and employment readiness skills and activities components of the ACTS Program with minimal supervision. This role works independently to oversee participant work assignments, implement daily programming, provide resident supervision, and facilitate group sessions and one-on-one case management, all in alignment with UGMTC’s mission, values, and goals. The Program Case Manager partners with the Program Director in carrying out ACTS Program strategic goals to ensure program access, accountability, and positive outcomes for UGMTC program participants.
DUTIES AND RESPONSIBILITIES:
1. Mission Alignment and Spiritual Leadership
Demonstrates commitment to UGMTC’s Christian mission and models Christ-centered living.
- Integrates biblical principles and Christian values into daily work, leadership, and participant engagement.
- Leads prayer, devotions, and participates in spiritual enrichment activities.
- Represents UGMTC’s values and ethical standards in all relationships with participants, staff, volunteers, and community partners.
- Supports Christian discipleship as a key component of participant growth and recovery.
2. Program Leadership and Implementation
Effectively plans, implements, and oversees ACTS programming to achieve intended outcomes.
- Implements the ACTS training program, including employment readiness, Christian discipleship, and community engagement.
- Develops and follows program guidelines, schedules, and procedures.
- Monitors program activities, participant progress, and outcome measures.
- Evaluates program effectiveness and provides recommendations for improvement.
3. Participant Development and Coaching
Supports holistic participant growth through coaching, accountability, and encouragement.
- Provides daily one-on-one coaching, mentoring, and goal setting.
- Encourages development of life skills, work readiness, personal responsibility, and healthy relationships.
- Builds trust-based relationships that promote growth, accountability, and recovery.
- Supports participants through transitions, challenges, and milestones within the program.
4. Case Management Documentation
Maintains effective, ethical, and confidential case management practices.
- Applies established case management methodologies to assess and support participant progress.
- Documents accurate, timely, and confidential case notes in CaseWorthy.
- Ensures compliance with HIPAA and organizational recordkeeping policies.
- Collaborates with the Program Director and Program Chaplain on participant care planning and progress review.
5. Residential Oversight and Accountability
Maintains a safe, structured, and supportive residential environment.
- Oversees housing assignments, room checks, and adherence to program policies.
- Addresses minor behavioral and discipline issues with consistency and respect.
- Responds appropriately to conflict, crisis, and emergency situations.
- Promotes accountability, order, and personal responsibility among residents.
6. Safety and Risk Management
Ensures physical, emotional, and environmental safety for participants and staff.
- Enforces occupational health and safety policies.
- Identifies unsafe conditions and takes corrective action.
- Reports incidents, injuries, and safety concerns promptly.
- Utilizes de-escalation skills to manage conflict and reduce risk.
7. Team Leadership and Collaboration
Works effectively within a ministry team environment.
- Leads and supports staff using a Christ-centered leadership approach.
- Maintains cooperative relationships and effective communication with other departments.
- Partners with the Volunteer Coordinator to recruit, train, and support volunteers.
8. Activities, Community Engagement, and Enrichment
Facilitates activities that support fellowship, growth, and community connection.
- Plans and supervises recreational, social, and community engagement activities.
- Oversees overnight outings and trips.
- Assists with planning and supervision of spiritual retreats.
- Encourages healthy community involvement and peer relationships.
9. Administrative Stewardship and Professional Growth
Demonstrates responsible stewardship and commitment to ongoing development.
- Tracks program hours, supplies, and expenses within approved budgets.
- Maintains accurate program records and reports.
- Participates in required training and ongoing professional development related to ministry, case management, and counseling best practices.

Other Responsibilities
- Performs other duties assigned to support the mission and ministry of UGMTC.
MINIMUM JOB REQUIREMENTS:
Required
- Bachelor’s degree in Christian Ministry, Human Services, Social Work, Psychology, or a related field; or an equivalent combination of education and relevant work experience.
- Minimum of one (1) year of case management experience.
- Valid driver’s license with a satisfactory driving record.
- Demonstrated ability to relate well to individuals from diverse backgrounds and to encourage spiritual growth within a Christian ministry context.
Preferred
- Experience working with individuals experiencing mental health challenges, homelessness, poverty, and/or addiction in a residential shelter or transitional housing environment.
- Experience serving as a drug and alcohol counselor or in a substance use recovery support role.

WORKING CONDITIONS AND PHYSICAL EFFORT:
- Work is performed in an emergency shelter / transitional housing environment.
- Moderate to high exposure to physical risk.
- Work involves physical effort encountered in emergency shelter and office environment with occasional outside work required
- Must be able to lift 15-25 lbs.
- Work requires pushing, pulling, reaching, crouching, stooping, walking, twisting, carrying, driving and other physical activities
- Work is performed in an environment that may cause encounters with men in various states of dress.
