MANTECH seeks a motivated, career and customer-oriented Program Control Analyst to join our team in Doral, FL.
Responsibilities include but are not limited to:

Requires expertise in contractor finance, accounting, Defense Federal Acquisition Regulations Supplement (DFARS), Federal Acquisition Regulations (FAR), generally accepted accounting principles (GAAP), Joint Travel Regulations (JTR), and Defense Contract Management Agency (DCMA) regulations

Assists in financial reporting, compliance, and rough order of magnitude (ROM) estimates accurately and on time
-
Support the review, submissions authorization of Travel Authorization Requests (TAR) and Requests to Initiate a Purchase (RIP) in conjunction with close out procedures. Support the review and approvals of purchase requisitions and expense reports

Adapt departmental plans and priorities to address resource and operational challenges and provide subject matter expert guidance to associates, colleagues, and customers

Provide financial status, costs incurred, and projected costs by CLIN, CSR, and funding documents. They determine cost variances between projected and actual costs by CLIN and CSR

They coordinate with the Government on all contract modifications and finance notifications. They integrate industry best practices to achieve departmental objectives and manage the ConstantView data repository for financial tracking

Track and manage all personnel changes for accurate linking and timesheet keeping. Manage all subcontractor requirements all finance matters; PO requirements, generate RIPs, review ODC expenses, and timesheet keeping
Minimum Qualifications:
-
Bachelor’s degree in finance, accounting, or a related field or 4 additional years of relevant experience in lieu of a bachelor’s degree.

Eight (8) or more years of total experience.

Five (5) or more years of experience in Program Control Analytics or a related field

Five (5) or more years of experience working financial requirements for an AAS/FEDSIM task order

Deep understanding of financial principles, accounting practices, and financial reporting standards (GAAP).

Expertise in Government contracting regulations (DFARS, FAR). Knowledge of DCMA regulations and audit procedures. Familiarity with Joint Travel Regulations (JTR).

Experience with budgeting, forecasting, and financial analysis. Experience with developing and presenting ROM estimates.
Desired Qualifications:
-
Master’s degree in finance, accounting, or a related field.
-
Previous experience as Military Comptroller.

Familiarity with relevant financial regulations (e.g., SOX) and data privacy regulations (e.g., GDPR, CCPA). Knowledge of frameworks like NIST Cybersecurity Framework and standards like ISO 27001 is highly beneficial IT and cybersecurity budgeting, risk management, and compliance.

Proficiency in ERP systems, financial planning software, data visualization tools, and other relevant tools.

Certified Management Accountant (CMA), Chartered Financial Analyst (CFA), Financial Modeling and Valuation Analyst (FMVA), Certified Information Systems Auditor (CISA) or Certified Information Security Manager (CISM).

Certified Public Accountant (CPA) or equivalent. Certifications, training, or experience with ISO 22301:2019 Business Continuity Management Systems. Certifications, training, or familiarization with finance and accounting programs (e.g., PeopleSoft, Business schools, Corporate Finance Institute, etc.).

The person in this position must be able to remain in a stationary position 50% of the time. Occasionally move about inside the office to access file cabinets, office machinery, or to communicate with co-workers, management, and customers, via email, phone, and or virtual communication, which may involve delivering presentations.
