Program Director - Foster Care & Transitional Housing

Position & Programs Overview

The Program Director for Beyond Foster provides strategic leadership and operational oversight for Ohana’s Extended Foster Care (EFC) and Transitional Housing Programs (THP), serving young adults ages 18–21 transitioning from foster care to independence.

This role is responsible for ensuring high-quality, compliant, and outcomes-driven services while leading program performance across people, operations, and financial results. The Program Director oversees Program Managers, Success Coaches, and Young Adult Care Coordinators, and maintains strong partnerships with the Arizona Department of Child Safety (DCS) and community providers.

This is a leadership role that balances mission and margin, ensuring programs operate with excellence, accountability, and long-term sustainability.

Primary Responsibilities

Leadership & Team Development

  • Provide leadership, direction, and accountability across EFC and THP programs

  • Supervise and develop Program Managers, building strong, consistent leadership across teams
  • Promote a culture of ownership, accountability, and alignment with Ohana’s mission and values
  • Partner with HR on hiring, performance management, and team development

Program Oversight, Housing & Compliance

  • Ensure programs and housing operations meet all DCS contract and compliance requirements

  • Oversee service delivery, documentation quality, housing standards, and program fidelity
  • Maintain strong relationships with DCS and manage audits, site reviews, and critical incidents
  • Ensure consistent execution of service plans, transition planning, and independent living outcomes

Financial Performance & Revenue

  • Own program financial performance, including revenue generation, billing accuracy, budgets, and cost management

  • Partner with Finance and Leadership on budgeting and forecasting
  • Drive occupancy, utilization, and program growth to meet revenue and margin targets
  • Operate with the principle that strong financial performance supports mission impact (“No margin, no mission”)

KPI Leadership & Operational Performance

  • Establish and manage KPIs across financial performance, program outcomes, and compliance

  • Use data to drive decisions, improve performance, and identify opportunities
  • Hold Program Managers accountable to KPI results through consistent review and coaching
  • Simplify systems and processes to improve clarity, execution, and accountability

  • Model and promote a culture aligned with Ohana’s identity as a faith-based, Christian organization

  • Lead with values of integrity, service, compassion, stewardship, and accountability
  • Integrate mission into daily leadership, ensuring both people and performance are prioritized
  • Foster a culture of servant leadership that reflects care for both staff and the individuals served
  • Support a workplace environment that respects diverse beliefs while clearly aligning expectations with the organization’s values and purpose

Minimum Requirements

  • Bachelor’s degree in social work, Psychology, Counseling, Behavioral Health, Education, or related field

  • Minimum 5 years of experience working with transition-age youth or young adults in systems of care
  • Minimum 3 years of experience in program leadership, supervision, or program development
  • Strong understanding of trauma-informed care and youth development principles
  • Strong financial acumen, including experience with budgeting, billing, or program financial oversight
  • Ability to pass background check and obtain fingerprint clearance card

Compensation & Benefits

  • Salary Range: $70,000-$80,000
