Job Summary
The Program Director II will lead the development and oversight of programming at the Auburn Arcadia site, ensuring continuity of services and effective supervision of program staff. This role is responsible for the strategic and operational management of Arcadia’s Drop-In Center, Overnight Emergency Shelter, Healthcare for the Homeless Network (HCHN), and Permanent Supportive Housing (PSH) program.
Located on-site at Arcadia, this position plays a critical role in maintaining a safe, supportive, and responsive environment for young adults experiencing homelessness. The Drop-In Center operates daily from 12:00 PM to 6:00 PM, offering access to basic needs such as food, showers, laundry, and a safe space to decompress. The Emergency Shelter provides low-barrier, temporary housing for young adults ages 18–24, with a standard 90-day stay that may be extended based on individual circumstances. Shelter services are available 365 days a year.
The Permanent Supportive Housing program includes 15 units dedicated to young adults with high barriers to housing stability. This program provides long-term housing paired with intensive case management and wraparound services to support sustained independence and wellness.
This position is at the Social Impact Center Y, the social services branch of YMCA of Greater Seattle (YGS). The mission of the Social Impact Center Y is to accelerate young people’s ability to build safe, successful, and happy lives. Every year, we serve 5,000 children, youth, young adults, and families across King County with programs that aim to strengthen young people’s ability to develop to their fullest potential through four strategies: reducing risk factors; navigating systems towards successful life transition; ensuring stability, safety and wellness in times of crisis; and building competencies and social capital. The Social Impact Center Y’s programs include housing, behavioral health, foster care licensing, violence prevention, education, and employment. Many of the young people we serve have had involvement in the foster care, criminal justice system, and/or homelessness systems.
Position Type/Expected Hours of Work
This is a full-time, Monday through Friday position with regular hours from 9:00 AM to 5:00 PM. Weekends and evenings as needed.

Hiring Range: $83,000-$90,000 annually.
Responsibilities:
- Establish new program activities and expand program(s) within the community in accordance with the Association and Branch strategic plans related to young support.

Recruit, hire, train, evaluate, and supervise housing case managers and volunteers in assigned areas. Provide development and leadership.
- Monitor staff schedules, ensuring site is staffed 24/7 as contractually required.

Collaborate with other Program Directors to provide support and leadership to the Drop-In resource center for youth and young adults.

Compile program statistics and provide data and reports as required. Monitor and evaluate the effectiveness of and participation in program(s).

Provide leadership and support for branch management team, annual fund-raising campaign, and volunteer committees/boards as assigned.

Manage program budgets ensuring that programs do not
- Develop and maintain collaborative relationships with community organizations, schools and agencies related to family support programs.

Develop, produce, and distribute program information necessary to promote programs, in accordance with branch marketing plans.

Ensure that safety procedures are followed and that all programs are following YMCA standards concerning contracts, accreditation, and all relevant regulations and other applicable standards.

Ensure high quality programs through innovative program development evaluations and ongoing training of staff.

Ensure upkeep of related facilities and equipment.

Participate in South King County On-Call rotation with other leaders which provides after hours emergency crisis support to Swing and overnight staff. On Call participation is required and is for one week, approximately every 7 weeks.

Qualifications:
- A BA degree or higher in psychology, social services, or a related field, or any combination of education, experience, and measurable performance that demonstrates the capability to perform the duties of this position.

Previous experience managing housing contracts such as Transitional Housing and Rapid Rehousing

5+ years of professional or volunteer experience working with high-risk, system-involved (homeless, justice, behavioral health, foster care) youth and/or young adults or equivalent community-based or informal service to this youth/young adult population

2+ years of leadership and supervisory experience with teams, individual staff, or volunteers
-
Experience with program development, leadership development, contract management, and financial management.

Experience with and knowledge of youth behavior management and abuse prevention.

Accomplished project management expertise with proven execution of accomplishing deliverables in a timeline.

Broad knowledge of program areas, funders, and community partners.

Ability to handle multiple projects/tasks and juggle priorities while meeting multiple deadlines.

Ability to use good judgment to make sound decisions and resolve problems.

Ability to maintain confidential information and use discretion.

Ability to gain the cooperation of others, work effectively as a member of a team, and ability to develop and maintain positive working relationships in a team-oriented environment.

Prefer knowledge of and previous experience with, diverse populations (language, culture, race, physical ability, sexual orientation, etc.).
Additional Preferred Qualifications

Lived experience with poverty, child welfare, homelessness, behavioral health, or youth violence and a desire to use that experience to improve the lives of others.

The ability to speak any language in addition to English
Authorized Driver Preference
This role has the potential to transport clients as an “authorized driver” for the YMCA using your own vehicle. To become an authorized driver, you must have had a driver's license for at least 3 years and with a driving record that meets Y standards (no more than 2 moving violations within the last 3 years, no major incidents such as reckless driving, DUI/DWI, no tickets 20+ miles above the speed limit etc.). As driving roles are safety sensitive, you would also need pass a drug screen that will test for impairing substances including marijuana. Proof of current auto insurance, and current vehicle registration is also required. *Due to state-specific reporting requirements in our fleet management system, we are not currently able to enroll California Driver's License holders as Authorized Drivers.
