Program Manager

Position Description Summary

APT Research is seeking a Program Manager to join our team to support the Missile Defense Agency. This is a contingent key position for a proposal that has been submitted to support an upcoming contract in Huntsville, AL. This role requires someone to be able to supervise employees while also recruiting and retaining technical professionals in support of the mission. This person will also assess technical capabilities of potential candidates in areas relating to system safety engineering, software safety, explosive safety, and other safety related disciplines.

Program Management Responsibilities

  • Possess the capability to lead project development from inception to completion
  • Proven expertise in the management and control of funds and resources using complex reporting mechanisms
  • Demonstrate a capability in managing multi-task contracts and/or subcontracts of various types and complexity
  • Work with leadership to define long-term strategy, drive process improvements, and ensure programs align with business objectives
  • Identify, assess, and mitigate risks and proactively remove roadblocks to keep the contract on track
  • Provide contractual direction and ensure customer satisfaction while following all corporate policies
  • Effectively communicate program status, financial details, and requirements to a wide range of audiences from government customers to senior corporate leadership
  • Be a visible and well-connected ambassador to contract program office and senior program leadership
  • Demonstrated ability to grow/sustain/leverage large number of professional contacts and vast network
  • Willingness/ability to attend professional business functions as official APT representative
  • Provide proposal support; this includes generating and/or reviewing proposal documents, especially with respect to cost estimation, bid pricing, setting/managing management reserve, and profitability targets
  • Hire personnel to support contract operations and request resources (equipment), when needed
  • Resolve issues associated with contract and personnel
  • Report and/or brief contract status to senior management on a weekly, monthly, and quarterly basis
  • Flow issues up to senior management as appropriate
  • Be an ambassador of corporate level mission, vision, and culture, down and in the division
  • Be an engaged and contributing member of the corporate leadership team, up and out from the division

Employee Management Responsibilities

  • Communicate with contract employees; keep open communication lines with contract employees, senior management, and division managers
  • Sustain and grow employee culture and morale with creativity and care
  • Prepare inputs for monthly APT all-hands meeting and monthly newsletter
  • Recognize employees: Generate APT monthly and annual award nominations
  • Lead/manage division employees performance goal setting process and monitor goals throughout the year
  • Perform mid-year and year-end employee assessments, recommend year-end employee raises and performance incentives
  • Train new personnel and develop existing personnel

Contract Management Responsibilities

  • Deliver monthly financial reports, monthly activity report, contract DRDs accurately and on-time
  • Collaborate/negotiate with customers; manage employees on the contract; respond to ROM requests
  • Review/negotiate contract documents, including contract modifications, statement of work(s), etc.
  • Manage contracts and subcontractors (oversee work, initiate subcontract mods (when needed), review/approve subcontractor invoices)
  • Budget employee hours to meet contract expectations
  • Initiate "at risk" decisions when required
  • Ensure integrity, customer satisfaction, and customer relationships
  • Prepare cost estimates and proposals

Decision-Making Authority

  • Personnel hires, employee performance management, employee termination
  • Day-to-day customer decisions
  • Monitor and control contract costs

Minimum Requirements:

  • BA/BS in engineering, or science
  • 12 years' experience managing technical contracts with the Government
  • Prior experience managing 30+ Government or contractor personnel
  • Proficient in standards, principles, practices, and processes related to complex systems.
  • Prior experience managing a budget with multiple line items
  • Experience implementing system safety processes and methodologies IAW Government and Industry Standards; a broad knowledge of MIL-STD-882 (series); during design, development, use, and maintenance of safety-critical hardware and software systems in complex aerospace and/or weapons systems.
  • Ability to articulate complex information clearly and concisely to both technical and non-technical audiences
  • Ability to contribute to and execute long-term corporate strategy
  • Strong analytical and problem-solving skills to navigate complex contractual and organizational challenges
  • Superior ability to manage multiple tasks, prioritize effectively, and maintain organization in a fast-paced environment
  • Management of personnel resources to motivate, develop and direct people as they work


Security Clearance Requirement:

  • Must have a Secret level clearance


Preferred Experience:

  • Familiar with MIL-STD-882E, and/or other DoD safety requirements
  • Safety Boards Experience
  • Materiel Release Experience
  • PMP certification
  • Ability to utilize Excel & other Microsoft Office 365 products
  • Good organizational skills and ability to work with minimal direction

Travel Requirements:

  • Requires ability to travel domestically (within the U.S.) <10%

Physical Requirements:

  • Requires sitting for extended periods of time at a workstation / desk
  • Ability to lift >15 lbs.

Other Essential Functions:

  • Ability to work independently with minimal supervision, make rational decisions, and to exercise good judgement
  • Work attire must be appropriate for the position and must not impose a safety risk / hazard to the employee or others
