Stakeholder Engagement

Serve as the primary interface with authorities, senior leadership, regulatory agencies, and third-party technology partners.

Facilitate program workshops, steering committee meetings, progress reviews, executive presentations, and stakeholder coordination sessions.

Build and maintain strong, trust-based relationships with clients and key program participants across the Middle East region.

Technical Oversight

Review program scopes, design deliverables, technical studies, solution architectures, and IT infrastructure packages.

Ensure seamless integration of IT solutions with operational environments.
Program Controls & Reporting

Manage program budgets, schedules, risk registers, change control processes, and cost forecasts.

Oversee program reporting, dashboard development, and executive summaries for senior management and client stakeholders.

Ensure prompt identification and resolution of issues affecting cost, schedule, quality, safety, and operational continuity.

Implement and maintain quality assurance and quality control processes across all program workstreams.
Team Leadership

Lead, mentor, and support multidisciplinary teams of project managers, IT engineers, solution architects, and controls specialists.

Foster a culture of collaboration, accountability, innovation, and continuous improvement.

Support staff development, recruitment, performance reviews, and succession planning within the program team.

Qualifications

Bachelor's degree in computer science, Information Technology, Engineering, Business Administration, or a related discipline.

12+ years of progressive experience in program or project management for complex IT infrastructure and digital transformation projects.

Proven, hands-on experience managing IT projects within the airline and/or airport industry, including familiarity with IT systems and aviation operations.

Minimum of 5 years of professional experience working in the Middle East, with a deep understanding of the regional business environment, regulatory landscape, and cultural nuances.

Demonstrated ability to manage large, cross-functional teams and maintain client relationships at the executive level.

Strong communication, presentation, negotiation, and organizational skills.

Ability to resolve complex design, integration, and coordination challenges in high-pressure environments.

Proficiency in program management tools and methodologies (e.g., MS Project, Primavera, Jira, or equivalent).

Arabic language proficiency.
Preferred Qualifications

Master's degree in information technology, Engineering, or Business Administration (MBA).

PMP, PMP, PRINCE2, or equivalent project/program management certification.

ITIL certification or demonstrated experience with IT Service Management frameworks.

Strong understanding of aviation regulatory standards (ICAO, IATA), airport planning principles, and IT security compliance.

Experience with major hub and multi-million-dollar capital IT programs in the GCC region.

Familiarity with systems integration, cloud services, cybersecurity, and AI/data analytics within the aviation sector.

Arabic language proficiency is a plus.
