Program Manager- ACT

Job Summary
White House Health Systems (WHHS) is seeking an experienced Program Manager/ Team Lead – Assertive Community Treatment (ACT) to provide clinical leadership and operational oversight of a multidisciplinary ACT team serving individuals with severe and persistent mental illness.

This is a senior-level leadership role requiring experience in ACT or other intensive community-based behavioral health programs (such as community stabilization or crisis services). The Program Manager is responsible for ensuring high-quality, recovery-oriented, and fidelity-driven ACT services.

Responsibilities

  • Clinical Leadership & ACT Program Oversight
  • Oversee all ACT program services including admissions, assessments, treatment planning, and ongoing care coordination

Team Supervision & Operations

  • Supervise multidisciplinary ACT team staff to ensure quality and consistency of care
  • Manage staffing schedules, including evenings, weekends, and on-call coverage
  • Provide ongoing clinical guidance, coaching, and performance oversight

Direct Client Services

  • Provide ACT services in community settings as needed
  • Support crisis intervention, stabilization, and recovery-focused care
  • Maintain therapeutic relationships with high-acuity individuals served by the program

Program Compliance & Quality

  • Maintain ACT fidelity in accordance with state, Medicaid, and regulatory standards
  • Participate in ACT trainings, regional meetings, and continuing education
  • Support program growth, quality improvement, and service development
  • Ensure services are delivered in alignment with ACT model fidelity and evidence-based practices
  • Lead comprehensive biopsychosocial assessments across psychiatric, substance use, medical, functional, and social domains
  • Collaborate with psychiatric providers to support integrated treatment planning
  • Lead daily team meetings and ensure coordinated, client-centered service delivery

Preferred Qualifications

  • Direct ACT team experience
  • Prior leadership or supervisory experience in ACT or intensive community-based programs
  • Experience with trauma-informed care and recovery-oriented services
  • Familiarity with electronic health record (EHR) systems

Required Qualifications

  • Master’s degree in Social Work, Counseling, Psychology, or related field
  • Active LCSW or LPC (Virginia licensed or license-eligible required)
  • Minimum 3 years of experience serving adults with severe and persistent mental illness in ACT, community stabilization, crisis services, mobile treatment teams, or equivalent intensive community-based programs
  • Strong understanding of community-based behavioral health and crisis intervention
  • Experience working in multidisciplinary treatment settings

Pay: $77,000.00 - $82,000.00 per year
