Program Manager - Navy Property Accountability

Clearance: Must be able to obtain and maintain a DoD security clearance
Citizenship: U.S. Citizenship required

We are seeking a highly experienced Program Manager (PM) to lead and oversee a Navy contract delivering Property Accountability Services (PAS) at the Naval Surface Warfare Center (NSWC), Panama City Division. The PM will manage all aspects of contract performance, ensuring compliance with government standards, cost, schedule, and quality requirements. This is a leadership role responsible for program execution, personnel management, and customer relationship management.

Key Responsibilities:

• Oversee logistics, warehousing, inventory control, material handling, and Navy ERP/DPAS activities

• Ensure compliance with Navy ERP business rules, OSHA, HAZMAT, and MHE certification standards

• Coordinate the submission of required reports, including staffing, training, workload, and contract status

• Supervise and support on-site task leads, technical staff, and subcontractor personnel

• Manage risks, quality control, and ensure adherence to FAR, DFARS, and DoD regulations

• Support continuous improvement, training compliance (TWMS), and cybersecurity workforce requirements (DoD 8140.01)

Qualifications:

• Bachelor's degree in Business, Logistics, Supply Chain Management, or related field

• 10+ years of experience in program/project management of DoD logistics or property accountability contracts

• Strong working knowledge of Navy ERP, DPAS, and DoD supply chain practices

Preferred Qualifications:

• PMP certification or equivalent

• Prior experience with NAVSEA or NSWC logistics operations
