The Program Manager (PM) plays an integral role on the Corporate Management Team providing operational support to the Executive Management Team. In addition, as the leader serving in the Program Manager role on the Potomac River Test Range (PRTR) location, the key to success is in delivering effective and safe services. This role spearheads experienced leadership and contract management. The exceptional focus on customer needs and service and contractor responsiveness is mission critical in this role.
Duties and Responsibilities
Serves as primary company point of contact for TRAX International on the PRTR contract
Management of program activities including ultimate responsibility for all operations, personnel, budgetary, and contract administration functions
Establishes performance standards for contract managers and leaders
Establishes minimum acceptable qualifications of engineering professionals and Subject Matter Experts
Prepares administrative and technical reports relative to contract requirements in adequate detail to ensure contractual compliance
Provides strategic oversight of major system development and instrumentation modernization efforts
Serves as primary point of contact for internal and external audit agencies
Serves as primary point of contact for resolution of non-routine personnel issues
Manages relationships with vendors and subcontract teaming partners
Represents TRAX International as a senior manager with local and state organizations such as economic development and academic councils
Provides leadership and support for the organization’s ongoing operations and procedures
Provides options and enhancements to CEO to maintain the efficiency of the business
Secures the functionality of the business to drive extensive and sustainable growth
Maintains in-depth relations with all members of the management team
As a member of the quality management team this position will have duties in support of the corporate quality management system which can include owning a process, writing documentation, participating in quality meetings, and supporting adherence to and improvement of the corporate QMS
Directs and provides leadership to contractor and sub-contractor teams working with local, State, or Federal government programs in accordance with existing procedures, applicable laws, and government requirements
Implements government programs through a risk and oversight approach for all phases of program activities; identifies risks and problems, proposes solutions, and provides timely and accurate contract deliverables
Develops and interprets programs, policies, and procedures in specific program areas, and provides leadership, coordination, and authoritative advice to top officials in the development of cooperative relationships, resulting in the formulation and execution of progressive and comprehensive programs that meet local, State, and Federal goals and objectives
Leads a group of employees in carrying out a government program, administering and carrying out program requirements and activities, and assures compliance program activities with laws and regulations
Ensures the effective management of the assigned program areas

Ensures that the management systems are used to execute processes as defined and not circumvented

Champions improvement efforts within the company and must continuously communicate their support and promotion of these efforts
