Program Specialist 3 - Leadership Operations Partner

Position Description

The Leadership Operations Partner provides comprehensive, high-level administrative and operational support to the Executive Director and organizational leadership of the Community Review Board. This position requires a proactive, detail-oriented professional capable of managing a fast-paced executive environment with discretion, poise, exceptional organizational skills, and goal driven with strong attention to detail. The incumbent serves as a critical liaison between the Executive Director and internal and external stakeholders, ensuring seamless communication and flawless execution of executive-level priorities.

The Community Review Board has the power to review allegations that Metropolitan Nashville Police Department (MNPD) officers have committed misconduct against members of the public, as well as issue policy advisory and resolution reports related to allegations of misconduct by MNPD.

Typical Duties

Leadership Administrative Management:

  • Manages a complex, high-volume executive calendar, coordinating meetings, conferences, travel, and priority engagements across multiple time zones.
  • Coordinate and prepare comprehensive briefing materials, internal meeting agendas, presentations, and supporting documents for all meetings and engagements.
  • Strong technical writing skills, with the ability to produce high-quality documentation, reports, briefing materials, and other correspondence.
  • Arrange travel logistics including registration, itineraries, accommodations, transportation, and expense reporting.
  • Anticipate executive needs and proactively address complex operational and administrative challenges with a high degree of independence.
  • Manage high-volume communications by coordinating with inter-governmental departments within Metro Government.
  • Supports the Executive Director and Board members in executing Board-directed initiatives, including preparing agendas, recording formal minutes, and drafting official correspondence.
  • Communicate clearly and professionally with diverse internal and external stakeholders.
  • Handle highly sensitive and confidential information with professionalism and discretion in support or of senior leadership.

Executive Staff Support:

  • Manage and collaborate on special projects directed by Executive Director.
  • Coordinate with the administrative team on planning and coordinating departmental external events.
  • Actively engage in inter-departmental cross-training to serve as backup for key administrative functions, ensuring consistent support across the organization.

Financial and Operational Oversight:

  • Assist with budget preparation and support the Executive Director and the Administrative Services Manager with maintaining budget documentation.
  • Collaborate cross-functionally with the administrative team to execute Accounts Payable (AP) workflows and ensure the integrity of financial records.

Customer Service Relations:

  • Cultivate and maintain positive relationships with board members, community leaders, government partners and staff.
  • Assist with special events, receptions, high-profile meetings and community engagement and outreach.

Minimum Qualifications

Bachelor's Degree and two (2) years of high level administrative experience in program management or development in support of senior leadership.

LICENSES REQUIRED:
Valid Driver License

Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.

Preferred Experience, Knowledge, Skills, and Abilities

  • Advanced certification in Business Administration, Organizational Management, or related discipline.
  • Prior experience in an executive, political, or government office setting is preferred.
  • Certified Administrative Professional (CAP) or Project Management Professional (PMP) designation.
  • Experience with board governance, meeting coordination, and preparation of board materials.
