JOB DESCRIPTION:
The Division of Technology and Innovation within the Florida Department of Education is seeking a motivated individual to serve in a full-time position as a Program Specialist IV in the Bureau of PK-12 Education Information Services. PK-12 EIS facilitates K-12 school data collections and reporting and is responsible for providing guidance and direction to school district Management Information Services personnel on Staff Data file submissions. Data collections are primarily survey based with occasional supplemental file submission needs.
Under the supervision of the PK-12 EIS Manager, the Program Specialist must perform well independently and as part of a team. The applicant must be able to develop work products from concept to completion to include assisting in technical writing and analysis. The ideal candidate should have excellent written and verbal communication skills.
The employee must be productive under tight timeframes, balance multiple and competing priorities and maintain goaldirected behavior and performance expectations sometimes under stressful conditions.
The employee must interact courteously with others.
The employee’s performance and behavior must demonstrate consideration of the workload concerns of others and must not negatively affect productivity and morale of the unit.

DUTIES & RESPONSIBILITIES:
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of the Windows environment, including extensive familiarity and expertise with Microsoft Office software including Word, Excel and PowerPoint, plus familiarity with Outlook. Knowledge of data management software. Skills applied in the formatting of statistically based publications, including data review. Familiarity with SQL databases and querying is a plus.

MINIMUM QUALIFICATIONS:
A bachelor's degree from an accredited college or university.
A master's degree from an accredited college or university can substitute for one year of the required experience.
Three (3) years of experience in analysis, planning, research, evaluation, or administrative work
A minimum of three (3) years of data analysis and reporting experience.
Must have one (1) year of experience interpreting, administering and/or communicating policies and procedures.
Experience as described above can substitute on a year-for-year basis for the required college education.
PREFERRED QUALIFICATIONS:
Preference will be given to those who have proven analytical and data base experience.
EDUCATIONAL SUBSTITUTIONS:
A bachelor's degree from an accredited college or university; or a master's degree from an accredited college or university can substitute for one year of the required experience.
NOTE:
Attendance is an essential function of this position.
The incumbent in this position may be required to travel 10% of the time.

BACKGROUND SCREENING REQUIREMENT:
