The position
The
Programme Officer, Response is responsible for planning, coordinating, and implementing emergency preparedness and response operations at the regional level, under the supervision of the Regional Manager, Emergency Management. The position ensures SOP‑compliant management of Search and Rescue Teams (SART), Disaster Assessment and Response Teams (DART), and of the Community Emergency Response Teams (CERT), while strengthening institutional response systems through Emergency Operations Centre (EOC) readiness, Incident Command System (ICS) application, drills, simulations, and mass awareness initiatives.
Key Responsibilities:
- Ensure emergency response activities are coordinated with institutions and implemented with high-quality standards.
- Assist the programme team in initiating, implementing, and institutionalizing Focus Humanitarian Assistance Pakistan’s interventions at the regional level.

Partner in developing a database for volunteers, communities at risk, and vulnerable groups, and designing training and capacity enhancement programmes for the communities

Assist in designing training manuals and modules and conducting sessions, workshops, and seminars at the regional level.

Assist in planning and ensuring effective implementation of the programme activities, particularly CBDRM, SART, and DART in the region.
- Assist in disaster needs identification and relief provision as per organizational requirements.

Assist in developing databases for volunteers, communities at risk, and vulnerable groups, and design training and capacity enhancement programmes for them.

Supervise the SART and DART activities in the region.

Assist the EM/ RoPM Manager and other management staff in monitoring & evaluation of programme activities in the region.

Ensure smooth functioning and provide operational consultation and direction to field staff if required.
- In coordination with the Manager EM, prepare and update the Emergency Response Strategy.

Ensure funds are spent for the purposes they were approved for and properly accounted for.

Develop follow-up training reports. Prepare written reports when required and maintain records of various documents.

Play a lead role in managing the AKDN shakeout programme in the region.
- Help develop working relationships with key stakeholders, including donors, PHF, AKDN agencies, and Councils.

Maintain data of all community and regional stockpiles, CERTs, SART, and DART members.

Help ensure the safety of the workplace by keeping updates on the structural and non-structural safety and conducting hazard assessments of the office premises on a need basis.
