1-Health & Safety:
- Establish and enforce HSE policies, procedures, and best practices in line with international and local regulations.
- Ensure the highest level of safety compliance, hazard identification, and risk mitigation for high-risk activities.
- Lead safety audits, inspections, and investigations, ensuring corrective actions are implemented effectively.
- Promote a culture of safety leadership by engaging all levels of the workforce in proactive safety behaviors.
2-Functional:
1. HSE Leadership & Governance
- Lead the implementation of the project HSE management framework in line with Lafarge policies, standards, and Critical Control Management (CCM) requirements.
- Act as the HSE authority for the Line 5 project, ensuring consistent application of HSE rules across all work fronts.
- Provide functional leadership to the project HSE team and site HSE resources, including supervision, coaching, and performance management.
2. Risk Management & Critical Controls
- Lead identification, assessment, and control of major project risks, including but not limited to:
- Hazardous and stored energy (LOTOTO)
- Work at height and structural reinforcement activities
- Hot works and refractory installation
- SIMOPS between construction, overhaul, and operational areas
- Alternative fuels systems and high-temperature processes
- Environmental exposure (dust, emissions, waste)
- Mobile Equipment and Traffic Management
- Lifting activities
- Ensure critical controls are defined, verified, and effective prior to task execution and commissioning.
3. Brownfield Reactivation & SIMOPS
- Manage HSE risks associated with brownfield conditions, degraded assets, and legacy installations.
- Ensure safe planning and execution of SIMOPS, with clear interface management between contractors, OEMs, and plant operations.
- Chair and lead SIMOPS coordination and HSE planning forums.
4. Contractor & Interface Management
- Ensure contractors personnel are qualified, inducted, supervised, and held accountable to project HSE requirements.
- Ensure that all contractor equipment complies with Lafarge HSE requirements prior to mobilization and throughout the execution of work.
- Enforce consistent HSE expectations across multiple contractors and overlapping scopes.
- Drive contractor HSE performance through leadership engagement, audits, and corrective actions.
5. Commissioning, RTO & Operational Readiness
- Ensure HSE readiness for pre-commissioning, commissioning, start-up, and Return to Operation (RTO).
- Validate energy isolation, permit-to-work effectiveness, and safe system handover to operations.
- Confirm all HSE prerequisites are met prior to equipment energization and operation.
6. Incident Management & Continuous Improvement
- Lead investigation of incidents and high-potential near misses.
- Ensure corrective actions are implemented, tracked, and embedded.
- Promote a learning culture aligned with Lafarge continuous improvement principles.
7. Emergency & Environmental Management
- Ensure project-wide fire prevention, fire-fighting systems, and emergency response arrangements comply with Lafarge HSE requirements before start-up and throughout all project phases, and verify readiness, drills, and effectiveness at all times.
- Ensure project-specific emergency preparedness and response arrangements are defined and tested.
- Ensure environmental risks related to ESP/baghouse upgrades, SNCR, AF systems, and waste management are controlled and compliant.
8. Performance Monitoring & Reporting
- Develop and maintain HSE performance dashboards, KPIs, and leading indicators for the Line 5 project.
- Provide regular HSE reports to the Project Manager and Country HSE Project Manager, ensuring transparency and timely escalation.
9. HSE Training, Leadership & Workforce Engagement
- Deliver HSE inductions, task-specific training, and toolbox talks tailored to Line 5 high-risk activities.
- Implement proactive safety leadership through visible presence (BoG), coaching, and engagement.
- Implement and monitor behavior-based safety and intervention programs.
10. Project Close-Out & Handover
- Ensure structured HSE handover to plant operations and HSE teams at project completion.
- Deliver final documentation, risk registers, and commissioning HSE readiness evidence.
- Ensure HSE readiness for pre-commissioning, commissioning, start-up, and Return to Operation (RTO).
- Validate energy isolation, permit-to-work effectiveness, and safe system handover to operations.
- Confirm all HSE prerequisites are met prior to equipment energization and operation.
