The Role
Middle East Executive has managed to retain chemical trading and manufacturing client for the role of Project Engineer. Job Title: Project Engineer – Industrial Construction & Plant Setup Location: Jabel Ali, Dubai Industry: Chemical Trading and Industrial Manufacturing Role Overview - We are seeking a technically strong and execution-focused Project Engineer (Civil or Mechanical) to lead the end-to-end development of a new manufacturing plant and corporate office facility. This is a greenfield project requiring hands-on involvement from initial site development through construction, installation, commissioning, and plant operational readiness. - The selected candidate will be responsible for site supervision during the civil and mechanical construction phases and will later lead procurement and installation of heavy industrial machinery required to establish the manufacturing facility. - This role demands industrial construction experience, vendor coordination expertise, and strong project execution capabilities. Key Responsibilities 1. Greenfield Project Execution & Site Supervision * Oversee complete construction activities for manufacturing plant and office building. * Supervise civil works including foundations, structural works, industrial flooring, utilities, and infrastructure. * Coordinate mechanical works including piping, equipment foundations, structural supports, and installation readiness. * Monitor daily site activities ensuring adherence to: * Project timelines * Quality standards * Approved engineering drawings * HSE regulations * Liaise with consultants, contractors, subcontractors, and authorities. * Conduct site inspections, prepare progress reports, and track milestones. * Ensure compliance with local regulatory approvals and industrial safety standards. * Support testing, commissioning, and handover of the facility. 2. Heavy Machinery Procurement & Plant Establishment * Lead procurement of heavy industrial equipment and machinery required for manufacturing operations. * Prepare technical specifications, BOQs, RFQs, and vendor evaluation criteria. * Review vendor technical submissions to ensure compliance with operational requirements. * Negotiate pricing, warranties, service agreements, and delivery timelines. * Coordinate logistics, customs clearance (if applicable), and site delivery schedules. * Supervise installation, alignment, commissioning, and operational testing of equipment. * Establish relationships with OEMs, machinery suppliers, and industrial service providers. 3. Engineering & Technical Coordination * Interpret and review: * Civil and structural drawings * Mechanical layouts * Equipment data sheets * Utility layouts * Provide technical input during design reviews and plant layout optimization. * Ensure integration of utilities (power, water, HVAC, compressed air, etc.) with plant machinery. * Identify technical risks and recommend mitigation strategies. * Support project planning, scheduling, and cost control initiatives. 4. Documentation, Compliance & Reporting * Maintain procurement logs, technical documentation, and inspection reports. * Ensure compliance with engineering standards, local authority requirements, and company policies. * Track equipment warranties, certifications, and service documentation. * Prepare periodic progress reports for senior management.

Requirements
Qualifications & Experience * Bachelor’s Degree in Mechanical Engineering or Civil Engineering (mandatory). * 3 – 8 years of experience in: * Industrial construction projects - must have * Manufacturing plant setup - Good to have * Heavy equipment installation and procurement - Good to have * Strong background in site supervision and contractor management. * Familiarity with chemical, industrial, or process plant environments is advantageous. * Strong technical drawing interpretation skills. * Experience coordinating with consultants, contractors, and regulatory authorities.
