Job Overview
We are seeking an experienced Project Manager with Federal Experience to lead and oversee complex, multidisciplinary technical projects involving application development and system lifecycle management. This role requires a strategic leader who can effectively coordinate diverse technical teams, manage contractor support operations, and ensure the successful delivery of sophisticated technology solutions. The ideal candidate will possess strong technical oversight capabilities combined with exceptional leadership and communication skills to drive project success across multiple parallel efforts. This position is for a future role and not intended to be filled immediately.

Key Responsibilities:

  • Lead and manage complex, multidisciplinary teams consisting of developers, technical specialists, and contractor personnel across multiple concurrent technical projects
  • Provide direct supervision and guidance to technical personnel throughout the complete application development lifecycle from conception to maintenance
  • Coordinate developers engaged in analyzing, designing, developing, integrating, training, testing, documenting, implementing, and maintaining systems
  • Oversee overall contractor support operations, ensuring optimal performance and deliverable quality across all contract activities
  • Organize, direct, and execute comprehensive planning and production of all contract support activities and deliverables
  • Establish and maintain program governance structures, ensuring alignment with organizational objectives and client requirements
  • Develop and maintain comprehensive program plans, schedules, resource allocation strategies, and risk mitigation approaches
  • Facilitate stakeholder communication and provide regular program status updates to senior leadership and clients
  • Monitor technical progress, quality standards, and ensure seamless coordination between different technical workstreams and project interdependencies
  • Adapt and modify management structures as needed to effectively direct contract support activities and optimize team performance

Key Performance Indicators (KPIs):

  • On-time delivery rate of project milestones and deliverables (Target: 95%+)
  • Budget adherence across all managed projects (Target: Within 5% of approved budget)
  • Quality metrics including defect rates and customer satisfaction scores (Target: 90%+ satisfaction)
  • Team productivity and efficiency measures across multidisciplinary teams
  • Employee retention rate within managed technical teams (Target: 85%+)
  • Contractor performance ratings and deliverable acceptance rates
  • Contract compliance and adherence to service level agreements
  • Stakeholder satisfaction scores from internal clients and external partners
  • Issue resolution time and escalation management efficiency
  • Professional development goal achievement rate for direct reports

Qualifications:

  • Bachelor's Degree from an accredited college or university
  • Minimum of 5 years of experience managing complex, multidisciplinary teams involving multiple technical efforts
  • At least 5 years of direct supervision of technical personnel involved in application development lifecycle management
  • Demonstrated capability in leading projects coordinating developers in system analysis, design, development, and integration
  • Proven experience coordinating development teams in training, testing, documentation, implementation, and system maintenance
  • Proven expertise in overseeing overall contractor support operations and performance management
  • Experience organizing and directing comprehensive planning of all contract support activities
  • Demonstrated ability in managing production and delivery of contract support deliverables
  • Excellent written and oral communication skills for technical and non-technical stakeholders
  • Ability to modify management structures as needed to effectively direct contract support activities

Preferred Skills:

  • PMP (Project Management Professional) certification or equivalent project management credentials
  • Experience with modern software development methodologies including Agile, Scrum, and DevOps practices
  • Understanding of enterprise-level system architecture and complex integration challenges
  • Experience in government contracting or regulated industries with compliance requirements
  • Advanced degree (MBA, MS) in relevant technical or business field
  • Familiarity with project management tools and software (MS Project, Jira, Confluence, etc.)
  • Knowledge of federal acquisition regulations (FAR) and contract management principles
  • Experience with matrix management and cross-functional team leadership in distributed environments
  • Background in large-scale system implementations and vendor management
  • Strong analytical and problem-solving capabilities with experience in budget management and financial planning
