Project Manager

The Project Manager is responsible for overseeing field execution while ensuring full compliance with California public works requirements, including prevailing wage laws, certified payroll reporting, and DIR regulations.

This role requires the ability to manage multiple active projects, coordinate daily operations, and serve as a key liaison between field teams, subcontractors, and internal leadership. The ideal candidate is highly organized, safety-driven, and experienced in managing public works and underground utility construction projects from start to finish.


Key Responsibilities

  • Serve as the primary point of contact between management, operations, field crews, and public agency stakeholders
  • Plan and coordinate all elements of construction and rehabilitation project execution, including underground pipeline work
  • Develop and maintain project schedules aligned with prime contractor and public agency timelines
  • Ensure compliance with California prevailing wage requirements, including proper classification, wage determinations, and documentation
  • Oversee and review certified payroll reporting in accordance with California DIR (Department of Industrial Relations) requirements
  • Manage project cost tracking, revenue forecasting, and overall financial performance
  • Coordinate labor planning, resource allocation, and equipment/material procurement
  • Attend pre-construction meetings, job walks, and client/agency coordination meetings
  • Support QA/QC processes and enforce Cal/OSHA safety standards across all job sites
  • Provide direction to field teams and address operational needs in real time
  • Ensure projects are completed on schedule, within budget, and in compliance with contract requirements
  • Review and approve daily reports, timekeeping, subcontractor documentation, and vendor/customer invoices
  • Identify opportunities to improve operational efficiency and project execution
  • Other duties as assigned


Qualifications


  • Bachelor’s degree in Construction Management, Engineering, or related field preferred
  • Minimum 3–5 years of project management experience, preferably in California public works
  • Experience in underground utilities, trenchless rehabilitation (CIPP, lining, etc.), or pipeline construction strongly preferred
  • Experience working on prevailing wage and publicly funded projects required


Skills & Competencies


  • Strong leadership and communication skills, with the ability to manage field crews and subcontractors
  • In-depth understanding of California public works compliance and prevailing wage requirements
  • Experience with certified payroll (CPR) reporting and DIR systems
  • Highly detail-oriented with strong organizational and time management skills
  • Proficient in Microsoft Office, including advanced Excel
  • Proven ability to manage multiple projects in a fast-paced environment
  • Strong knowledge of project cost control, scheduling, and reporting
  • Safety-focused mindset with working knowledge of Cal/OSHA regulations

150,000 - 175,000 USD per year(Services- Sancon)
