Project Manager

About the Role

We are seeking an experienced Project Manager to lead the development and implementation of a fully integrated digital platform for Fujairah Creative City (FCC), a leading media free zone in the UAE. This is a flagship digital transformation project spanning 18 months across 4 major phases, covering CRM, licensing, compliance, government integrations, HR, finance, and mobile applications.

Key Responsibilities

Lead the full project lifecycle across all 4 phases (Foundation, Advanced Operations, Integrations & Digital Services, Finance Management)

Develop and maintain project plans, timelines, budgets, and resource allocation using Agile/Scrum methodology

Coordinate between FCC stakeholders, development team, and UAE government entities (ICP, Federal Tax Authority, Fujairah Municipality, etc.)

Manage sprint planning, backlog grooming, daily standups, and retrospectives

Identify, assess, and mitigate project risks including government integration dependencies and data migration challenges

Prepare and present progress reports, KPIs, and dashboards to FCC leadership

Oversee UAT (User Acceptance Testing), deployment planning, and go-live activities for each phase

Manage vendor relationships for third-party integrations (payment gateways, screening services, etc.)

Ensure compliance with UAE digital government standards and free zone regulatory requirements

Drive change management and user adoption across FCC departments

Required Qualifications

Bachelor’s degree in Computer Science, Information Technology, Business Administration, or related field

7+ years of project management experience, with at least 3 years managing software development projects

PMP, PRINCE2, or equivalent project management certification

Proven experience with UAE government digital transformation projects or free zone systems

Strong understanding of Agile/Scrum methodologies with hands-on experience as Scrum Master

Excellent command of Arabic and English (spoken and written) — REQUIRED

Experience managing cross-functional teams of 5–10 members

Proficiency in project management tools (Jira, Azure DevOps, or equivalent)

Preferred Qualifications

Experience specifically with UAE Free Zone operations and licensing workflows

Knowledge of AML/KYC compliance requirements in the UAE

Understanding of UAE PASS, EKYC, and national digital identity systems

Experience with government API integration projects

CSM (Certified Scrum Master) or SAFe certification

Background in ERP or enterprise platform implementations

Pay: AED18,000.00 - AED22,000.00 per month
