Location: Arlington, VA (Onsite at USTDA Headquarters)
Employment Type: Full-Time (Contingent upon contract award)
Security Clearance: Ability to obtain and maintain a SECRET clearance; U.S. citizenship required.
Position Overview
D2 Government Solutions is seeking an experienced Project Manager to lead the delivery of administrative and operational support services for the U.S. Trade and Development Agency’s Information Resource Center. This role oversees contract execution, staffing, quality assurance, reporting, customer engagement, and onsite support for conference and event operations.
Key Responsibilities
- Lead day‑to‑day contract operations and serve as the primary manager for all contract personnel
- Oversee staffing, scheduling, performance management, quality control, and compliance
- Develop and manage project plans, schedules, budgets, and performance metrics
- Analyze and improve administrative workflows and business processes
- Support office management, records management, HR support functions, and procurement‑related coordination
- Use data to inform decisions, mitigate risks, and enhance service delivery
- Provide onsite technical and audio‑visual support for meetings, conferences, and events
- Coordinate with government stakeholders and ensure timely, accurate, and high‑quality deliverables
Minimum Qualifications
- 15+ years of relevant professional experience
- Demonstrated leadership, management, and supervisory capabilities
- Strong analytical, organizational, interpersonal, oral, and written communication skills
- Experience with quality control programs, project planning, scheduling, budgeting, reporting, and administrative operations
- Proven ability to develop project plans, process maps, and risk‑management strategies
- Experience with financial management and performance tracking
- Bachelor’s degree required; degree in business, management, or related field preferred
