Position Summary:

The CBS Project Manager will be responsible for managing the planning, design, procurement, installation, testing, and commissioning of security systems (the "Build"), and then transition to leading the long-term management, maintenance, and continuous improvement of these systems during the operational phase (the "Operate"). This ensures a seamless handover from construction to a fully functional, high-reliability security operation.

Key Responsibilities

1: Build (Design, Construction, & Commissioning)

  • Project Leadership: Develop and own the master project plan, schedule, and budget for all security systems, ensuring alignment with the overall project's critical path
  • System Design & Integration: Lead the review and approval of all security designs, ensuring integration of such systems. Ensure designs support long-term operational efficiency
  • Procurement & Contracts: Manage long-term operational support (OLS) and service level agreements (SLAs)
  • On-Site Execution: Provide direct supervision of installation, ensuring strict adherence to quality, HSE, and schedule requirements
  • Testing & Commissioning: Develop and execute rigorous Test & Commissioning plans, including integrated system tests that simulate real-world operational scenarios
  • Stakeholder & Regulatory Compliance: Act as the primary liaison with Egyptian government authorities to secure all necessary approvals for both construction and operation

: Operate (Long-Term Operations & Maintenance)

  • Operational Leadership: Assume responsibility for the 24/7/365 performance of all security systems post-commissioning. Manage the operational team and/or the maintenance contractor

Performance Management: Monitor system health, availability, and performance against defined KPIs and SLAs. Implement a continuous improvement program to enhance system effectiveness and efficiency.

  • Budget & Spares Management: Own the O&M budget for security systems, managing spare parts inventory, maintenance contracts, and operational expenditures
  • Incident Response & Reporting: Serve as the technical authority during security incidents. Ensure systems are used effectively for investigation and reporting. Conduct regular drills and system audits
  • Team Training & Development: Ensure operational team is fully trained and competent to take over the system upon project transfer. Develop and update all Standard Operating Procedures (SOPs)

Requirements

Qualifications & Experience

Essential:

  • Bachelor's degree in electrical engineering, electronics Engineering, or a related field. PMP or equivalent project management certification is highly desirable
  • Minimum of 5 years of combined experience in security systems project management and operations, with hands-on experience on large-scale infrastructure projects
  • Proven experience with the full project lifecycle, having managed the handover and operational phase of complex security systems, preferably in a BOT environment
  • Deep technical knowledge of security systems such as X-ray scanners, Video Surveillance, Perimeter Intrusion Detection, Security Command Center operations, and so on

Desirable:

  • Knowledge of international standards (e.g., ISO 27001, ASIS CPP, PSP)
  • Proficiency in project management software (MS Project,)
  • Native Egyptia with Fluency in English

  • Travel requirements: Currently based in Maadi, but you must be open to relocating or traveling to Sokhna once required
  • Work location and model: Onsite (primarily Maadi, with possible work from Sokhna)
  • Residential location preference: Preferably Cairo
  • Fluency in English is a must as they will be dealing with suppliers all over the world
