Project Manager - Heavy Civil / Site Development

Diamond Materials is seeking an experienced Project Manager to join our growing team. Diamond Materials is a leading heavy highway and site development contractor serving Delaware, New Jersey, Pennsylvania, and Maryland. Since our founding in 1997, we have built a reputation for quality, integrity, and excellence in delivering complex infrastructure and site development projects.

Our work includes site development, underground utilities, asphalt paving, demolition, clearing and grubbing, milling, soil stabilization, marine services, on-site crushing and screening and so much more. The selected candidate will manage multiple heavy civil construction projects, including projects valued at $10M+, from contract award through final completion.

The Project Manager will be responsible for the overall planning, coordination, financial management, and successful execution of heavy civil construction projects. This individual will work closely with field operations, clients, subcontractors, and internal teams to ensure projects are delivered safely, on schedule, and within budget. The role also requires maintaining strong professional relationships with clients, subcontractors, and internal team members to support effective communication, collaboration, and successful project outcomes.

Key Responsibilities

The Project Manager will oversee all aspects of project planning, execution, and financial management including:

  • Maintaining an uncompromising focus on jobsite safety
  • Managing multiple heavy civil construction projects simultaneously
  • Reviewing and interpreting project plans, specifications, and contract documents
  • Developing and maintaining project schedules from project startup through final completion
  • Attending pre-construction meetings and coordinating project startup activities
  • Coordinating all project aspects with field operations and superintendents
  • Managing project budgets, cost tracking, and forecasting
  • Tracking project costs against the original estimate and build budget
  • Preparing and negotiating change orders, purchase orders, and subcontract agreements
  • Preparing, submitting, and managing Requests for Information (RFIs) in accordance with contract requirements
  • Preparing and submitting project submittals in accordance with contract specifications and project schedules
  • Coordinating with subcontractors, vendors, and suppliers
  • Preparing and maintaining accurate monthly project billings based on work progress
  • Maintaining current construction plans and communicating revisions to field crews
  • Participating in weekly Project Management meetings and providing project status updates
  • Working closely with estimators to price and manage change orders
  • Coordinating with owners, developers, engineers, inspectors, municipalities, and utility companies
  • Ensuring all project closeout documentation is delivered in accordance with project specifications
  • Performing additional duties as assigned

Required Qualifications

  • 6+ years of experience managing projects in heavy civil, highway, or site development construction
  • Demonstrated experience managing full site construction packages, including:
  • o Grading and earthwork
  • o Underground utilities
  • o Asphalt paving
  • o Concrete work
  • o Subcontractor coordination
  • Strong knowledge of DOT, municipal, and infrastructure construction practices
  • Excellent plan reading and technical interpretation skills, with the ability to review and understand construction drawings, specifications, and contract documents
  • Proven experience with project financial management including:
  • o Cost tracking and forecasting
  • o Contract negotiation
  • o Subcontract management
  • o Purchase orders
  • o Project billing
  • Advanced proficiency with:
  • o Microsoft Office (Word, Excel, Outlook)
  • o Bluebeam Revu
  • o HCSS HeavyBid
  • o HCSS HeavyJob
  • o HCSS Docs & Plans
  • Strong organizational, leadership, and communication skills
  • Ability to work under pressure while coordinating multiple project activities
  • Self-motivated professional with strong problem-solving skills and the ability to proactively anticipate project needs

Preferred Qualifications

  • Bachelor’s Degree in Civil Engineering, Construction Management, or related field
  • Advanced proficiency with Oracle Primavera P6

Job Type: Full-time

Pay: $75,000.00 - $150,000.00 per year
