Brief Job Description:

Reporting to the HHS Information Technology Project Management Office (PMO) Director, the Project Manager IV (PM IV) provides enterprise-level leadership for highly complex Medicaid Information Technology (IT) initiatives that span multiple HHS agencies and external partners. This role is accountable for end-to-end delivery of large-scale, high visibility projects, ensuring outcomes align with regulatory mandates, strategic priorities, and service delivery goals. Working under limited supervision, Project Manager IV exercises considerable independent judgment and serves as a trusted advisor to Executive Leadership, as well as internal and external stakeholders.


The PM IV performs highly advanced project management work initiating, planning, and executing large IT projects. Responsibilities include assuring projects are delivered on time; within budget; utilizing accepted project management methodologies; and establishing and evaluating project deliverables. Manages and coordinates the planning and initiation of projects at various levels of completion, monitoring the progress and schedule of projects, and communicating with project stakeholders, management, oversight agencies, authorities and other relevant parties. Assumes a strong leadership role in the management of staff dedicated to the project, along with the development of policies and procedures, reports, studies, legislation, and guidelines. Establishes criteria, proposals, cost estimates, projections, goals and objectives and directs program evaluation activities.


This position is based in the Austin, Texas office.


Essential Job Functions (EJFs):

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.


1. Provides leadership and expertise in project management. Project management involves the full spectrum of industry-accepted principles of project management including initiation, planning, execution, control, and closing assigned projects and subsidiary components. These activities include, but are not limited to, defining and managing scope and customer expectations; work breakdown structures; detailed Microsoft project schedules; resource plans; project plans; communications plans; budgets and cost tracking; presentations and briefings; metrics reporting; risk/issues and associated mitigation activities; quality control; change management processes; customer acceptance; lessons learned; and archiving project documentation. Coordinates various levels of projects including multi-million-dollar projects and oversees the planning and initiation of the project deliverables, including cost estimates and projections. Identifies potential project risks and difficulties, and designs strategies to mitigate or avoid them. Directs, develops, and evaluates projects utilizing accepted project management methodologies.


2. Monitors and manages projects to completion. Compiles and distributes project information, status reports, and project budget expenditures. Manages project costs to ensure project completion within budget. Monitors and manages project quality and changes to ensure project deliverables are acceptable and fulfill the terms of the project contract or specifications. Obtains authorization and commitment and demonstrates business need and project feasibility. Reviews and recommends proposals to management.


3. Provides guidance and support in the development of staff in the agency’s project management lifecycle. Develops and implements plans to communicate and explain project methodology and processes to interested groups and team members. Creates documentation procedures to capture and deal with changes in original project plan. Develops criteria for evaluating programs, proposals, and other pertinent information related to project assignments.


4. Advises, consults and negotiates with agency stakeholders on project activities. Ensures project management methodologies are followed and are consistent with agency, enterprise and DIR plans, standards and guidelines. Provides leadership to internal and external teams/committees across the agency and HHS enterprise to ensure projects are coordinated, efficiently executed, and meet service-level objectives. Maintains up-to-date knowledge of other HHS agencies IT-related projects and negotiates sharing of resources to achieve objectives across agencies.


5. Coordinates with other HHS agencies, and DIR to assure policies, standards, procedures, and activities and required reports conform to and are consistent with state requirements. Develops guidelines, procedures, policies, rules, and/or regulations and monitoring for compliance. Develops, reviews, and revises legislation. Oversees the preparation of management and productivity reports and studies. Oversees special investigations, research studies, and internal audits. Represents the Department by making presentations, providing information and testimony, collaborating with customers, other state agencies and federal partners. Responds to requests by legislators and other public officials.

Registrations, Licensure Requirements or Certifications:

Project Management Professional (PMP), Agile Certified Practitioner (PMI-ACP), or Certified Scrum Master (CSM) preferred, or ability to obtain PMP or ACP certification within the first 12 months of employment.


Initial Screening Criteria:

1. Bachelor’s degree in business administration, technology, healthcare, or related field OR equivalent combination of education and directly related experience on a year-for-year basis.


2. At least 3 years of experience applying project management methodologies (waterfall, agile, or hybrid) to the active management of IT projects using project management software.


3. At least 3 years of experience producing and maintaining core project artifacts and deliverables (i.e. project status reporting, project plans, communications plans, budget tracking, RAID log, metrics reporting, or similar items, etc.).


4. At least 3 years of experience developing and delivering executive-level communications (briefings/presentations/status reporting) and facilitating decision-making with diverse stakeholder groups.


5. Experience navigating state/federal regulatory requirements and/or Texas legislative context impacting IT programs preferred.


Additional Information:

Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.

This is an onsite position based in Austin, TX with at least 2-3 days in the office required. Selected candidate must be willing to commute to the office on the required days.
