Job Title: Project Manager – Land Management

A. Project Description:

  • Setec is serving in capacity of Program Management Office (PMO) consultant
  • The program is a major urban refurbishment in Riyadh, featured by a densely populated and highly built-up area.
  • The program is primarily a “brownfield” development and includes a significant number of heritage structures having historic value
  • Our PMO team is collocated with our client and functioning under a unified team framework.
  • We are under a multi-year agreement with extension possibility


B. Academic qualifications

  • Bachelor’s degree in Engineering, Architecture or equivalent with specialization in Project / Program Management (required).

  • Relevant postgraduate qualification in Project / Program Management or Real Estate / Urban Development is preferred.

  • Professional certification(s) such as PMP, PgMP or equivalent are strongly preferred.


C. Years’ experience

  • Minimum 12+ years of hands-on experience in project / program management, with a strong focus on land management and urban development.

  • Experience in large-scale urban, infrastructure or regeneration programs with Saudi government or PIF entities or at least in GCC.

  • Demonstrated experience dealing with landowners, authorities and legal/technical stakeholders.


D. Key Knowledge Factors

  • Comprehensive understanding of KSA land ownership laws, Saudi building code, registration processes, land acquisition procedures, easements and related regulations (e.g. requirements of MOMRAH, Ministry of Justice, Real Estate General Authority).

  • Knowledge of urban planning and land-use regulations and how they translate into land requirements, reservations and development rights.

  • Strong expertise in all aspects of project and program management (scope, schedule, cost, risk, quality, stakeholder and communications).

  • Proficiency in current program and project management tools and systems (e.g. MS Project / Primavera, PMIS, dashboards).


E. Team management responsibilities, if required

  • Lead a small team of land management coordinators / analysts and interface with legal, technical and planning teams.

  • Allocate tasks, set priorities and monitor progress against land acquisition and approval milestones.

  • Provide guidance and coaching on land processes, documentation standards and stakeholder management.


F. Key Responsibilities and Tasks

  • Develop and maintain a Land Management Plan and schedule covering identification, acquisition, regulating and registration of all required parcels.

  • Establish and keep up-to-date a parcel register and land status tracker (e.g. ownership, size, use, encumbrances, acquisition/compensation status).

  • Coordinate with legal advisors, surveyors, planners and engineers to validate land boundaries, right-of-way requirements and easements.

  • Lead day-to-day coordination with relevant authorities (e.g. municipalities, Ministry of Justice, Real Estate General Authority) to secure approvals, permits and registrations.

  • Support client and, where applicable, attend meetings with landowners and stakeholders to clarify project needs and negotiate solutions within the agreed framework.

  • Identify land-related risks (delays in approvals, disputes, encroachments, title issues), record them in the risk register and prepare mitigation action plans with clear owners and timelines.

  • Monitor progress against land-related milestones (e.g. % parcels with clear title, % right-of-way secured vs plan) and initiate corrective actions where slippage occurs.

  • Prepare concise, data-driven land management reports and presentations for PMO leadership and client stakeholders.


G. Key Deliverables

  • Approved Land Management Plan with defined scope, milestones, responsibilities and KPIs.

  • Comprehensive parcel register / GIS-linked land inventory for the project area, updated at agreed intervals (e.g. weekly/monthly).

  • Land status dashboards (e.g. % parcels secured, % parcels under negotiation, % parcels pending authority approvals) against target dates.

  • Documented records of authority meetings, landowner engagements and negotiation outcomes, including agreed actions and timelines.

  • Land-related inputs to program risk registers and issue logs, with clear mitigation actions and closure evidence.

  • Periodic (weekly / monthly) Land Management Progress Reports summarizing achievements, delays, key risks and decisions required from client.

  • Complete, audit-ready land documentation files (title deeds, agreements, easements, approvals) to support future development, handover and compliance verification.
