Job Title: Project Manager -Marine/ Oil and Gas Civil Works

Role Summary

We are seeking a highly experienced Project Manager for our client a leading Marine Engineering Company to lead and deliver the LNG Berth 2 Upgrade Project in Qatar. The role requires end-to-end project management of complex marine civil works, including structural reinforcements, tie-back system installation, seabed excavation, and marine coordination. The Project Manager will serve as the primary interface with QatarEnergy, RLIC, and key stakeholders, ensuring all regulatory, technical, and contractual obligations are met efficiently and safely.

Key ResponsibilitiesProject Management & Execution

  • Manage the construction of mooring and berthing dolphin reinforcements, tie-back systems, and parallel motion fender installations.
  • Oversee bathymetric surveys, seabed dredging, and marine-related earthworks.
  • Lead all phases of the project lifecycle — planning, execution, monitoring, and closeout — ensuring on-time, within-budget delivery.

Stakeholder & Interface Management

  • Act as the primary liaison with QatarEnergy, Ras Laffan Industrial City (RLIC), and other regulatory bodies.
  • Ensure full compliance with RLIC permitting processes, including:
  • SOEF vetting
  • Spud barge approvals
  • Marine vessel suitability assessments
  • Coordinate with shipping agents, subcontractors, and marine logistics partners to streamline port access and marine traffic planning.

Technical Oversight & Compliance

  • Ensure strict adherence to Qatari codes, project specifications, and international marine construction standards.
  • Monitor performance of contractors and vendors involved in the fabrication and installation of tie-back systems, fenders, and precast elements.
  • Validate shop drawings, method statements, and technical submittals are aligned with project timelines and approval schedules.

Team Leadership & Coordination

  • Lead multidisciplinary teams, including site engineers, QA/QC, safety, logistics, and marine coordinators.
  • Define clear roles and responsibilities, maintaining a high-performance environment on-site.

Planning, Reporting & Risk Management

  • Develop and track detailed project schedules using Primavera (P6) or equivalent tools.
  • Prepare and submit progress reports, dashboards, and executive updates.
  • Proactively mitigate risks related to:
  • Delays in regulatory approvals
  • Marine traffic restrictions
  • Adverse weather conditions
  • Ensure project activities adhere to approved HSE plans, QP safety protocols, and site-specific emergency response measures.

Quality Assurance & Documentation

  • Oversee quality control for civil and marine installations, including:
  • Concrete repairs
  • Tie-back system alignments
  • Structural platform installations
  • Ensure timely preparation, submission, and approval of:
  • PQP, PQDs, shop drawings
  • Technical submittals
  • Construction method statements

Qualifications & Experience

  • Bachelor’s Degree in Civil Engineering, Marine Engineering, or related field (Master’s preferred).
  • Minimum 15 years of relevant experience in marine construction or EPC projects, with at least 5 years in a Project Management capacity.
  • Proven experience managing oil & gas port infrastructure, especially in berthing/mooring facilities.
  • Hands-on experience working with Qatari regulatory authorities, particularly QatarEnergy and RLIC.
  • Strong familiarity with:
  • Marine vessels, barge operations, and tie-back systems
  • Fender systems, precast concrete structures, and bathymetric surveys
  • Proficiency in Primavera P6, MS Project, and engineering documentation tools.

Skills & Attributes

  • Exceptional leadership, decision-making, and interpersonal skills.
  • Strong understanding of marine construction methodologies and regulatory frameworks in Qatar.
  • Excellent communication skills to manage client relationships, internal teams, and subcontractors.
  • High attention to detail, with strong capabilities in risk assessment and project forecasting.

Job Type: Full-time

Pay: QAR25,000.00 - QAR30,000.00 per month
