The position

The Project Manager in close coordination with Project Director (PMU) will lead day-to-day coordination of project implementation under the supervision of the AKF(P) Director/Advisor for RD. Working closely with the PMU and focal points from AKAHP, AKRSP, and AFI, the Manager will support planning, budgeting, monitoring, and compliance with AFD and EU procedures. Technical support will be provided by cross-cutting specialists reporting to the Director RD.
He / She will perform following tasks in close coordination of Director PMU, focal person of AKAH, AKRSP, AFI;
  • Coordinate project implementation across PSU, PMU, FSUs, and implementing partners (AKAH, AKRSP, AFI) to ensure alignment and timely execution.
  • Review of Inputs on annual reporting and work plans prepared with support of FSUs and share to PMU PD for consolidation and approval.
  • Planning for procurement, budgets and alignment according to AKF(P) and donor guidelines/policies
  • Take a lead on reporting, fund management, compliance monitoring
  • Procurement management and facilitating the bidding process and compliance of AFD procurement guidelines
  • Take a lead on Social and Environment safeguard compliance and climate assessments if any, Gender action plan compliance.
  • Review various progress reports, case studies, including donor and Government at GB and Federal level prepared in collaboration with the M&E/MIS team and FSU, and submit them to the Project Director at PMU. Track progress on implementation and spending through MIS,
  • Engage with cross-cutting specialists (Gender, Safeguards, M&E, Environment, Climate Change, Grants) to integrate technical inputs into planning and reporting.
Liaise with AFD, GoGB, and other stakeholders, and participate in review missions and coordination meetings.

Duty Station
The position is based in Islamabad and requires extensive travel to Gilgit-Baltistan

The requirements

Education
Graduate degree in engineering, management sciences, or Planning / Project Management, Development studies. Post graduation qualification will be preferred

Experience
At least 12 years of professional experience in Project Management, including:
  • on Natural Resources Management (NRM), and/or social sector development projects
  • on international donors funded projects

Experience on environment and social safeguard compliance in relevant engineering field is strongly desired.

Experience in project dealing with multi-stakeholders is an asset.

Skills
  • Sound knowledge of procurement and contract management.
  • Strong leadership, planning, and organizational skills.
  • Excellent communication and coordination skills.
  • Ability to manage multidisciplinary teams.
  • Ability to listen, facilitate dialogue and work with multiple stakeholders;
  • Ability to work within deadlines;
