WSP is seeking an experienced Project Manager to play a pivotal role in driving both work winning and operational delivery across the Kingdom of Saudi Arabia. This strategic role brings together business development and project execution, contributing directly to the organisation's growth and long term success in the region. The successful candidate will be responsible for identifying and securing new opportunities, building and maintaining strong client relationships, and ensuring the effective mobilisation and delivery of projects from award through to completion. As a key driver of growth and delivery performance, the Project Manager will lead capture strategies and tender submissions for major public and private sector clients, while maintaining oversight of project execution, commercial performance, and delivery outcomes post award.

Responsibilities Work Winning / Business Development (Pre Contract)
  • Lead the full bid lifecycle: EOI, prequalification, tender review, proposal strategy, preparation, and submission.
  • Develop and execute capture strategies for key clients including ministries, PIF entities, and major private developers.
  • Review tender documents in detail to identify scope gaps, commercial risks, pricing exposure, and contractual obligations.
  • Lead the development of pricing strategies aligned with market conditions, competitive positioning, and company margin targets.
  • Perform cost benchmarking against historical data and current market rates.
  • Lead internal pricing reviews and sign off meetings with senior management.
  • Participate in commercial negotiations, clarifications, and value engineering discussions with clients.
  • Maintain a bid cost database and lessons learned register to improve future pricing accuracy and win rates.
  • Support contract finalisation to ensure alignment between tender pricing assumptions and awarded scope.
Project Operations (Post Contract)
  • Lead project mobilisation in accordance with contractual scope, deliverables, and agreed commercial terms.
  • Ensure thorough contract review upon award to validate scope boundaries, pricing assumptions, exclusions, and risk allocation.
  • Administer contracts in line with contract conditions, ensuring compliance with all contractual obligations.
  • Establish project execution plans, cost baselines and resource deployment forecasts.
  • Oversee project P&L performance, including revenue recognition, gross margin protection, and cost control.
  • Update cost to complete each month for assigned projects.
  • Manage invoicing processes, ensuring timely submission, certification, and collection in coordination with finance.
  • Lead commercial management of variations, scope changes, and additional services.
  • Identify and proactively manage commercial risks, claims exposure, and dispute matters.
  • Ensure proper documentation of correspondence, instructions, approvals, and change records to protect contractual position.
  • Manage subconsultant agreements including scope definition, performance monitoring, certification of payments, and back to back commercial alignment.
  • Conduct regular project performance reviews with senior management.
  • Close out projects commercially and contractually, including final account settlement and lessons learned documentation.
Qualifications
  • Bachelor's degree in Engineering (Civil, Structural, Mechanical, Electrical), Construction Management, Quantity Surveying, or related discipline.
  • PMP certification or equivalent preferred.
  • Minimum 8 years of experience within engineering consultancy or construction management.
  • Proven experience in both bid management and project delivery in Saudi Arabia.
  • Good knowledge of Saudi construction industry, clients and procurement processes.
  • Experience working on major infrastructure, mixed use, or giga projects.
  • Excellent communications and negotiation skills.
  • Fluency in English required; Arabic strongly preferred.
