Project Manager, Solid Waste Management & Landfill Operations

Summary:

The Project Manager oversees all operational and administrative aspects of landfill and solid waste management services. This role ensures full compliance with federal, state, and local regulations—including TCEQ (for Texas sites), EPA and OSHA requirements—while driving operational efficiency, safety performance, customer satisfaction, and continuous improvement across all waste handling, hauling, disposal, and diversion activities.

Key Responsibilities:
Operational Oversight

  • Manage daily landfill and solid waste operations, including waste acceptance, hauling, disposal, recycling, and diversion programs.
  • Ensure proper waste placement, compaction, cover application, and working‑face control in accordance with site permits and regulatory requirements.
  • Oversee equipment utilization, maintenance schedules, and fleet readiness to support uninterrupted operations.
  • Coordinate with scale house operations to ensure accurate tonnage tracking, manifests, and reporting.

Environmental Compliance

  • Maintain documentation for inspections, audits, corrective actions, and regulatory reporting.
  • Lead waste screening programs to prevent prohibited materials from entering the waste stream.
  • Ensure full compliance with TCEQ, EPA, OSHA, DOT, and contractual requirements

Safety

  • Implement and enforce company safety policies, OSHA standards, and site‑specific safety plans.
  • Conduct safety meetings, toolbox talks, and routine field inspections.
  • Lead incident investigations and corrective action implementation.
  • Promote a strong safety culture across all staff, subcontractors, and site visitors.

Contract Management

  • Serve as the primary liaison for clients, regulatory agencies, and community stakeholders.
  • Ensure all contract requirements, service levels, and performance metrics are met or exceeded.
  • Prepare and deliver monthly reports, performance summaries, and compliance documentation.
  • Address customer concerns, service issues, and operational inquiries promptly and professionally.
  • Manage project budgets, operating costs, fuel usage, and labor allocation.
  • Oversee procurement of materials, supplies, and subcontracted services.
  • Track airspace utilization, compaction rates, equipment productivity, and operational KPIs.
  • Support long‑term planning for cell development, closure, capital improvements, and operational enhancements.

Staff Development

  • Supervise landfill manager, equipment operators, drivers, scale attendants, and support staff.
  • Conduct training, performance evaluations, and workforce development initiatives.
  • Ensure adequate staffing levels to meet operational and contractual requirements.
  • Foster a culture of accountability, teamwork, and operational excellence.

Pay: $95,000.00 - $130,000.00 per year

Experience:

  • managing solid waste operations: 3 years (Required)

License/Certification:

  • Texas Class A MSW License (Required)
  • CDL Class A or B Drivers License (Required)

Security clearance:

  • Confidential (Required)

Ability to Relocate:

  • Killeen, TX 76547: Relocate before starting work (Required)
