Project System Engineer

JOB DESCRIPTION

Position Title:

Project Systems Engineer/Lead Technical Officer – Oracle Primavera Cloud & Aconex

1. JOB PURPOSE

To implement, configure, administer, and continuously improve Oracle Primavera Cloud (OPC) and

Aconex for MATAR’s project planning, scheduling, document control, and reporting functions.

The role ensures that MATAR project teams operate within a robust, standardised digital environment

that supports accurate forecasting, effective governance, and data-driven decision making.

2. ACCOUNTABILITIES

Strategic

 Contribute to MATAR’s digital project delivery strategy by ensuring Primavera Cloud and Aconex

are deployed and governed to best-practice standards.

 Support transformation initiatives aimed at improving project controls, reporting quality, and

operational transparency.

 Champion system usage across MATAR teams to enhance data integrity, compliance, and

project performance.

Leadership

 Provide functional guidance to project planners, engineers, document controllers, and PMs on

the use of Primavera Cloud and Aconex.

 Mentor system users and drive consistent adoption of standardised processes, codes,

workflows, and templates.

 Collaborate with cross-functional teams (FM, IT, PMO, Asset Management) on system

improvements and integrations.

Management & Operational

 Lead the full setup and configuration of Oracle Primavera Cloud modules including Workspaces,

Schedules, Resources & Roles, Risk, Cost, and Reporting.

 Configure and manage Aconex including project structure, workflows, approval routes, mail

routing, and permissions.

 Maintain system security, access rights, and compliance with MATAR’s governance standards.

 Develop dashboards, performance reports, KPI tracking, and automated reporting within

Primavera Cloud.

 Ensure accurate schedule baselines, progress updates, resource loading, and forecasting for

planning teams.

Sensitivity: Internal

 Manage document governance through Aconex including metadata, registers, transmittals,

workflow SLAs, and audit trails.

 Conduct system audits to verify schedule quality, coding consistency, and compliance with

MATAR PMO requirements.

 Support master data governance including project codes, cost centres, asset types, and

standardised naming conventions.

 Coordinate with MATAR IT for system upgrades, maintenance, and troubleshooting.

 Prepare training materials and deliver system training for new and existing users.

 Support project teams with troubleshooting and process optimisation requests.

3. QUALIFICATIONS & EXPERIENCE

Minimum Qualifications

 Bachelor’s degree in Engineering, Construction Management, Project Management, IT, or

related discipline.

Minimum Experience

 5+ years of experience in project controls systems, digital delivery, or planning engineering

roles.

 Hands-on expertise with Oracle Primavera Cloud (configuration + administration).

 Strong working experience with Aconex including workflows, permissions, metadata structures.

 Experience in schedule development, progress measurement, risk management, and reporting.

 Experience within aviation, infrastructure, or large capital projects (advantageous).

4. JOB SPECIFIC SKILLS

 Proficiency in Oracle Primavera Cloud modules (Scheduling, Resources, Risk, Cost, Analytics).

 Strong Aconex administration knowledge (workflows, mail, document control setup).

 Understanding of project controls methodologies (WBS, CBS, risk, earned value).

 Strong Excel and reporting skills; Power BI is an advantage.

 High attention to detail, structured problem-solving, and analytical ability.

 Excellent communication and stakeholder coordination skills.

5. KEY PERFORMANCE INDICATORS (KPIs)

 System adoption rate across PMO/FM/Projects.

 Accuracy and timeliness of schedule updates and reporting.

Sensitivity: Internal

 Compliance to standard templates, workflows, and coding structures.

 User satisfaction and number of resolved support tickets.

 Quality and audit readiness of Aconex documentation.

 Reduction in schedule discrepancies and data inconsistencies.

6. DECISION-MAKING AUTHORITY

 Authority to design and enforce Primavera & Aconex governance standards within departmental

scope.

 Recommends system improvements, process changes, and training needs.

 Approves system access rights within predefined MATAR governance constraints.

7. WORKING CONDITIONS

 Standard office environment at Hamad International Airport.

 Occasional on-site coordination with FM/Projects teams.

 Engagement across cross-functional project environments.
