Position Summary

Heritage Housing Partners is seeking an experienced and mission-driven Property Manager to oversee all facets of affordable housing operations across a diverse portfolio of properties. The Property Manager is responsible for maintaining high-performing communities through strong operational leadership, financial oversight, regulatory compliance, resident satisfaction, and staff development. This position ensures that all properties are managed in accordance with federal, state, local, and funding source requirements while advancing the organization’s commitment to quality affordable housing. This portfolio includes project based rental assistance at sites ranging from 50 units to 6 units.

Essential Responsibilities

  • Oversee daily operations of scattered-site, senior, disabled, and multifamily affordable housing communities.
  • Monitor occupancy levels, unit turnover, and timely re-leasing efforts.
  • Perform operational reviews and implement corrective actions as needed.
  • Prepare and issue monthly rent invoices to service providers and partner agencies.
  • Reconcile resident ledgers, subsidy payments, and tenant rent portions.
  • Ensure compliance with LIHTC, HOME, Section 811 and 202 program, and other applicable housing programs.
  • Oversee certifications, annual recertifications, interim certifications, and move-in processing.
  • Maintain complete, accurate, and compliant tenant files and occupancy records.
  • Monitor EIV records and TRACs submissions
  • Maintain waitlists and Tenant Selection Plans.
  • Ensure adherence to Fair Housing laws and regulations.
  • Submit monthly HUD Housing Assistance Payment (HAP) vouchers accurately and on time.
  • Prepare communities for REAC inspections, Management Occupancy Reviews (MORs), audits, and agency reviews.
  • Ensure timely submission of all HUD and regulatory reporting requirements.
  • Determine applicant eligibility and calculate tenant rents according to program guidelines.

Qualifications

  • 5+ years of property management experience, preferably in LIHTC and HUD affordable housing assistance programs for seniors and persons with disabilities
  • Certified Occupancy Specialist (COS) or other comparable certifications
  • Low Income Housing Tax Credit (LIHTC) certification.
  • Knowledge of LIHTC, HUD, Section 8, HOME, Fair Housing and applicable compliance regulations.
  • Strong financial management, budgeting, and leadership skills.
  • Excellent communication, organization, and problem-solving abilities.
  • Proficiency in property management software and Microsoft Office Suite.

Education

  • HS Diploma (Required)
  • Bachelor Degree (Preferred)

Work Location:

  • On-site initially

Schedule:

Monday to Friday 9-5

Pay: $55,280.91 - $66,574.86 per year
