Proposal Engineer

Responsibilities:

• Analyze tender documents to understand technical and commercial requirements.
• Gain clarity on construction methods and project scope.
• Prepare invitation-to-bid packages for suppliers and subcontractors.
• Evaluate bids both technically and commercially.
• Assist in compiling bid tabulations and recommend preferred suppliers/subcontractors.
• Attend client meetings with the Manager to address commercial and technical queries.
• Provide insights and technical clarifications as required.
• Prepare a synopsis of tender requirements, including terms such as payment, insurance, liabilities, warranties, liquidated damages, and bonds.
• Consult with the Legal Advisor to ensure compliance and protect company interests.
• Collate and prepare technical and commercial proposals aligned with client specifications.
• Submit proposals to the Manager for review and approval prior to client submission.
• Prepare technical and commercial documents post-award for handover to the Project Manager, Project Controls, and relevant operational departments.
• Ensure seamless transition and clarity on project requirements.
• Attend site visits as necessary to gather relevant project information.
• Coordinate with estimators and budget controllers to ensure accurate cost estimations and pricing efficiency.
• Ensure all activities comply with Health, Safety, and Environmental (HSE) standards.
• Uphold company policies and procedures related to safety and environmental practices.

Education/Experience:

• Bachelor’s degree in Engineering or a related discipline, or an equivalent qualification.
• At least 5 years of experience in a similar role within the industry.
• Experience in dredging and marine projects is highly preferred.
