Job Summary:

As the PSA Compliance Manager (PCM), this role is responsible for managing implementation and ongoing compliance with the HHS IFR: Standards to Prevent, Detect, and Respond to Sexual Abuse and Sexual Harassment Involving Unaccompanied Children (45 CFR Part § 411) and ORR policies and procedure related to sexual abuse and harassment. The PCM will be the primary liaison/point of contact for ORR’s PSA Coordinator regarding all standards contained within ORR’s Section 4 Preventing, Detecting, and Responding to Sexual Abuse and Harassment.

As the PCM this role will work with the ORR PSA Coordinator, the designated FFS, the designated PO, and the Program Director, to implement ORR PSA policy and ensure ongoing compliance. The PCM will collaborate with a multidisciplinary team of staff experienced in the provision of programmatic services and knowledgeable of child welfare practices.

The PSA Compliance Manager is required to work at a childcare facility under the supervision of the Program Director, Assistant Director, or Designee.

Essential Functions:

  • Responsible for responding promptly to all ORR requests.
  • Collaborate with the Program Director to oversee the implementation and compliance within the program.
  • Ensure, with the assistance of the multidisciplinary team, that all UC identified as victims receive all necessary, immediate, and on-going, medical, mental health, and support services.
  • Maintain all documentation of case information in a proper manner and in accordance with ORR, DFPS, and HOH confidentiality policy.
  • Manages the program’s information on incidents of child sexual abuse, sexual harassment, and inappropriate sexual behavior, and maintains complete documentation and reports in a timely manner to ORR and the Program Director.
  • Collaborate with and provide guidance and technical assistance to the shelter care staff to implement and ensure services and policies for preventing, detecting, and responding to sexual abuse, sexual harassment, and inappropriate sexual behavior, within all HOH programs are in accordance with DFPS Minimum Standards, ORR Policy and program guidance updates.
  • Identify and develop PSA compliance procedures for all programs.
  • Ensures ongoing compliance by conducting desk and on-site monitoring and assisting the Program Managers in the identification of preventative measures within each HOH program.
  • Provide support and technical assistance in the coordination, planning, and implementation of PSA policy.
  • Maintain documentation and data collection of all HOH Programs, and prepare analysis reports, tracking, and continual improvements throughout HOH programs.
  • Conduct ongoing reviews of services, identify specialized training needs to include the detection of indicators and signs of sexual abuse, sexual harassment, preserving physical evidence of sexual abuse, and how to respond effectively and professionally to victims and facilitate trainings accordingly.
  • Remain current with all changes and updates in ORR Policy, specifically PSA compliance, and support the programs in meeting ORR and DFPS requirements.
  • Act in the capacity of a member of the Programmatic Team who provides guidance and support to HOH licensed childcare programs.
  • Able to react professionally and productively to change and handle other essential tasks as assigned.

Qualifications:

· At minimum, a Bachelor’s degree required in behavioral sciences, human services, or social services fields; or a bachelor’s degree in business administration or management and at least one year of experience working with child welfare standards, best practices, or quality assurance or compliance.

  • Must be computer literate with working knowledge of Microsoft Windows (Word Perfect, Microsoft Word, Excel)
  • Must possess a valid state driver’s license and be eligible to drive to facilitate program services as required by contractual agreement.
  • Required to work a flexible schedule to facilitate program services.
  • Cleared Tuberculosis test results.
  • Cleared background check from appropriate entity.
  • Must be Bilingual (English/Spanish)
  • Cleared pre-employment and random drug test results
  • Must be at least 21 years of age at the time of hire.

Physical Demands:

Must be able to obtain and perform Emergency Behavior Intervention Training (EBI)/Crisis Prevention Institute (CPI) certification and First Aid Certification (CPR). Must be able to supervise clients indoors and outdoors as necessary. Bending, stooping, and lifting up to 20lbs required to complete daily tasks. Job requires extended periods of sitting, and use of various office equipment.

Work Environment:

Work is at youth care facility at which minors receive multiple services. Two shifts per twenty-four-hour period. Work shifts are subject to change. Predominantly indoors, occasional outdoor monitoring or activities.
