Description

Duties and Responsibilities

• Working with Office Executive and Branch Management to ensure compliance in all data management matters, including the CJIS Security Policy, CLETS PPP, and state and federal laws;
• Developing compliance and training programs for access to all criminal and civil databases, including CLETS, CCHRS, NECS, PIMS, TCIS, and CalPhoto;
• Creating best practices for DOJ/CLETS Compliance, including: procedures for CLETS use/access; regular audits for CLETS use/access and producing regular audit reports; and monitoring and reporting on office-wide key performance indicators on CLETS users;
• Ensuring legal, technical, and administrative compliance with legislation such as SB357 (PC653.22A mass dismissal of cases and charges), PC741 (race blind filing protocols) and AB2148 (data collection and communication), and manage related reporting requirements;
• Managing, along with Office’s Director of Technology, the technology aspects of compliance for all Branches, including interfacing with City and other agencies on technical issues, data requests from and/or audits by agencies, and secure storage and retrieval material;
• Ensuring the Office’s compliance with court mandates, including criminal case filing procedures, file deletion, destruction, and expungements, interface with the court information management system, and handling requests from court administration regarding filing process, changes in administrative procedures and legal requirements;
• Developing best practices for use of Evidence.com and all other databases used by the Criminal Branch, including coordinating necessary training;
• Assisting the Branch and its prosecuting attorneys with the effective use of technology and data, including Body Worn Video, cellphone, social media and similar digital evidence, in a manner that complies with legal and ethical duties related to discovery, disclosure, redaction, and usage of that evidence, and assisting prosecuting attorneys with the effective and admissible presentation of that evidence to courts and juries;
• Assisting, supporting and consulting with ITA and the Office’s Technology Division on the Office’s technology infrastructure, including the structure, usability, migration, and maintenance of current and future case management systems;
• Working with Branch Management, supervisors, prosecuting attorneys and staff to understand and facilitate the use of technology and digital evidence in criminal prosecutions and civil matters;
• Preparing reports, surveys and budgetary recommendations concerning workload, personnel, equipment, facilities and/or significant accomplishments, as they relate to compliance;
• Implementing strategies and projects at the direction of the City Attorney, Executive Management, and Criminal Branch Management;
• Supervising administrative staff assigned to the Compliance Team, including first level personnel matters, approval of D-Time and performance evaluations;
• Preparing and conducting presentations information to key stakeholders, including Executive staff and the City Attorney on all significant activities and issues.
• Additional assignments as determined by the supervisor.

Requirements

• Licensed to practice law in the State of California for five years or more;
• Experience in compliance matters and data analysis;
• Familiarity with case management software and products;
• Experience with criminal prosecution, criminal law, and procedure, including rules of evidence;
• Strong organizational and problem-solving skills, the ability to prioritize, and to concurrently complete multiple assignments;
• Experience supervising staff in an office environment;
• Experience managing technological needs of a public agency dealing with criminal law matters;
• Experience managing a large organization’s data and systematic needs;
• Demonstrated project management skills;
• Excellent written and oral communication skills; and
• Ability to prioritize deadlines in a fast-moving environment.
