The Onondaga County Health Department's Bureau of Public Health Engineering in the Division of Environmental Health is currently accepting applications for the following position:

Starting Salary: $64,964 (CSEA - Salaried - 70-hour, Grade 11)

DISTINGUISHING FEATURES OF THE CLASS
Theis an entry-level professional engineering position which involves responsibility for applying engineering principles for the detection, evaluation, control and management of those factors in the environment which influence the public's health. The work entails assisting in carrying out any specific phases of the program; performing specific assignments of ordinary difficulty and responsibility; advising public officials or individuals on problems requiring professional public health engineering knowledge and judgment, including measures for improvements and compliance with legal requirements; assisting in the promotion of public health through application of environmental health practices; assisting in the enforcement of the provisions of all local public health matters; investigating conditions and problems as directed; and assisting in the preparation of complicated technical reports. Supervision is received from a higher level supervising Public Health Engineer. Certain assignments made to employees in this class will require reasonable access to transportation to meet field work requirements made in the ordinary course of business in a timely and efficient manner. Does related work as required.
TYPICAL WORK ACTIVITIES
Investigates the engineering aspects of schools, semi-public, public and individual water and sewage disposal plants and systems, swimming pools, bathing beaches, camps, hotels, lodging and boarding houses, restaurants and public eating places, indoor and outdoor air quality, environmental exposures, x-ray installations, public health nuisances and general sanitation.
Makes inspections of chlorinators, makes residual chlorine tests and collects water samples.
Prepares correspondence relating to environmental health matters.
Assists in food inspection programs.
Makes investigations of illegal connections involving plumbing and water distribution systems.
Observes soil tests in connection with proposed realty subdivisions.
Assists in reviewing and preparing engineering plans and technical reports.
Performs special assignments relating to any phase of environmental health.
Due to the large geographic area of Onondaga County, operates a motor vehicle to travel between inspection sites and transport necessary equipment and supplies.
Participates in public health preparedness activities as trained and assigned.
Utilizes appropriate methods for interacting effectively and professionally with persons of all ages and from diverse cultural, socioeconomic, educational, racial and ethnic backgrounds, sexual orientations, lifestyles and physical abilities.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Working knowledge of the principles, practices and techniques relating to public health engineering.
Working knowledge of environmental health problems, practices and techniques.
Ability to apply engineering fundamentals.
Ability to collect, collate, analyze and apply data.
Ability to prepare technical reports and correspondence.
Ability to interpret specifications and standards and to read plans.
Ability to maintain records.
Ability to investigate public health engineering problems of some difficulty.
*MINIMUM QUALIFICATIONS:
Possession of a valid New York State driver’s license appropriate to the vehicles operated or otherwise demonstrate the ability to meet the transportation needs of the job.
