Posting Summary
Rutgers, The State University of New Jersey, is seeking a Public Health Representative III in the Department of Pediatrics within the New Jersey Medical School (NJMS).

The primary purpose of the Public Health Representative III position is to provide HIV testing, screening, counseling, and referrals in the community through outreach on a Mobile Unit. Provides PrEP screening and counseling to high-risk HIV negative individuals targeting the PrEP eligible population. They will also serve as a backup to the lead HIV Pre-Exposure Prophylaxis (PrEP) Counselor. In addition, the Public Health Representative III will provide sexual risk avoidance and basic family planning counseling to adolescents and young adults. Works closely with the lead PrEP counselor and the Program Coordinator to identify soft sites and mobile unit accessible locations.

Among the key duties of this position are the following:
  • Provide HIV and Sexually transmitted infections (STI )testing through blood extraction, phlebotomy, and urine collection.
  • Ensure that HIV/ Sexually transmitted infections (STIs) and pre-exposure prophylaxis (PrEP) counseling, testing, and referral are provided in accordance with the standards of the Division of HIV and AIDS (DHAS)/NJ Department of Health and Senior Services (NJDHSS).
  • Ensure that blood and other specimens collected adhere to the standards of the New Jersey Department of Health and Senior Services or the NJ Department of Health/Courier pick up site, as appropriate.
  • Ensure all data is entered into required databases in a timely manner and maintain client records in compliance with standards set by Division of HIV and AIDS Services.
  • Assist in the coordination of activities related to HIV services at health fairs, colleges/universities, and other community sponsored event information and testing sites.

Qualifications

Minimum Education and Experience
  • Bachelor’s degree in a relevant field plus one (1) year experience in public health or in a related prevention outreach service, required.
  • Equivalent experience, education, and/or training may be substituted for the education requirements.

Certifications/Licenses
  • Must obtain the Phlebotomist certification within six (6) months of employment.
  • Valid standard driver’s license required.

Required Knowledge, Skills, and Abilities
  • Thorough working knowledge of regulatory requirements.
  • Must be able/willing to drive mobile unit/SUV.
  • Must be able to work evenings and weekends.
  • Must have completed or be eligible to successfully complete a Defensive Driving Training Course.
  • Basic computer skills needed for Microsoft applications.

Preferred Qualifications
  • Prior completion of the NJDHSS HIV Prevention Counseling Course Series preferred.
  • Prior experience on a mobile unit or community environment preferred.

PHYSICAL DEMANDS:
  • Standing, sitting, walking, talking, and hearing. No special vision requirements.
  • Must be able to lift or exert force up to twenty (20) pounds.
