Public Private Partnership Expert

Job Purpose:


Responsible for leading RCU’s PPP strategy and overseeing the structuring, procurement, and execution of complex infrastructure and social infrastructure PPP projects in coordination with the National Center for Privatization (NCP) and external advisors.


Functional Responsibilities:


  • Assist in managing departmental budgeting, forecasting, and performance tracking.
  • Support the execution of cross-functional financial projects, ensuring timelines and objectives are met.
  • Supervise and mentor junior team members, ensuring alignment with strategic financial planning goals.
  • Prepare financial reports, presentations, and insights for senior management and stakeholders.
  • Oversee the collection, validation, and interpretation of financial data necessary for decision-making.
  • Provide clear PPP investment recommendations to the Head of Investment Executive Program and CEO, including project readiness, procurement strategy, and risk considerations.
  • Oversee the development and review of PPP business cases, financial models, affordability assessments, and value for-money analyses prepared by internal teams and advisors.
  • Monitor and analyze existing and new financial regulations, ensuring compliance with policies relevant to PPP
  • Develop business cases and financial models for potential PPP projects.
  • Identify and assess risks associated with PPP projects, implement risk mitigation strategies, and ensure compliance with regulatory and legal requirements.
  • Support in developing regular reports on PPP project status to Head of Investment Program and CEO.
  • Ensure alignment of PPP projects with AlUla’s overall strategic vision and long-term objectives.
  • Develop relationships with investors, private companies, government agencies, and other stakeholders to promote the PPP mode.
  • Coordinate with internal and external stakeholders to finalize contracts and agreements.
  • Lead and oversee commercial and contractual negotiations with private sector partners, supported by legal and transactional advisors, ensuring optimal risk allocation, bankability, and long-term value.
  • Collaborate with various government entities to assess project needs and define project scope.
  • Designing and implementing comprehensive frameworks, policies, and guidelines for managing public-private partnerships in line with national regulation.
  • Oversee and direct transactional, legal, financial, and technical advisors appointed on PPP projects, ensuring alignment with RCU objectives, national PPP regulations, and project timelines.
  • Act as RCU’s senior interface with the National Center for Privatization (NCP) on PPP strategy, project approvals, and transaction execution.


Job Requirements:


  • Bachelor’s Degree in Finance, Economics, Accounting, or a related field. (Master’s Degree preferred).
  • 14 years of relevant experience.
  • Demonstrated experience working with national PPP units, central government stakeholders, and multi-advisor transaction environments.
  • Written and Oral proficiency of Arabic & English languages.
  • Excellent communication skills.
  • Time management and organization skills.
  • Familiarity with standards, regulations, best practices, and performance standards.
