Public Records Specialist Lead - Police

Summary Statement

Join the Boise Police Department as a Public Records Specialist Lead and play a key role in promoting transparency and exceptional service to our community. In this position, you’ll lead the processing of public records requests, ensuring accurate and timely responses to inquiries from the public, media, and other government agencies. You’ll also assist walk-in customers with a variety of requests, delivering professional and courteous support.

As a lead, you’ll provide guidance and mentorship to team members, fostering development and consistency in managing sensitive information. The ideal candidate demonstrates strong leadership, attention to detail, and a passion for public service. This position works under general supervision and follows a 4x10 schedule (four 10-hour shifts, Monday through Friday) to support the Boise Police Department’s operational needs.

Essential Functions

• Coordinates day-to-day work, delegates tasks and sets deadlines for the assigned team. Provides guidance, direction and support for training and reviews work. Ensures effective collaboration with other teams. Listens to team members’ input, providing feedback and resolving any issues or conflicts.
• Assists outside law enforcement personnel, city employees, and members of the public with queries at the front counter. Scans walk-in requests into the queue. Assists area supervisor with high-profile requests such as media, homicides, and critical incidents. Assigns PRR request queue in the supervisor’s absence.
• Redacts reports, photos, and other records for public records requests. Collects, organizes and redacts on-body video and audio and digital evidence for Discovery to partner prosecuting agencies. Prepares DUI logs for sharing with area prosecuting partners monthly. ALS subpoenas.
• Logs assigned PRRs into related software. Assists in collecting digital records responsive to subpoenas and/or other large PRR requests. Assists City Legal with obtaining records for litigation/risk management and assists area supervisor with subpoenas.
• Research records and complex requests in multiple systems. Creates cost invoices for requests that require more than two hours of staff time. Works closely with the city’s public safety paralegals and city attorneys to meet the requirements of the Idaho Public Records Act.
• Confidential releases to other Law Enforcement agencies that require NCIC redaction. Packages requests from internal officers/detectives for release to partner LE/government agencies.
• Collects, sorts and organizes evidence items released from Ada County Property and other department records in preparation for archiving. Enters department records and evidence into the city’s OnBase system for archiving. Uses the city’s retention schedule for the purposes of compliance with state and city records management guidelines. Maintains Audio Cassette Archive and Digital Audio Databases for prosecutor and public records access.
• Develops and maintains training materials and mentors employees. Coordinates training schedules. Reviews the work of others for quality and accuracy. Participates in interviews and contributes to hiring decisions. Communicates with management about employee training, job performance and work quality. Provides topics, materials and assistance for monthly meetings. Packages case reports for delivery to the Prosecutor's Office. Ensures all agencies involved have appropriate paperwork about relevant cases.

Requirements

Required Knowledge, Experience, And Training

• High school diploma or equivalent and six years of progressively responsible experience in a law enforcement environment including extensive use of software systems, records management, or an equivalent combination of education and/or experience.

• National Crime Information Center (NCIC) certification and teletype familiarity.
• Knowledge of the National Incident-Based Reporting System and guidelines.

While performing the duties of this job the employee is occasionally lifting/carrying up to 50 pounds. Also, the employee is occasionally pushing/pulling up to 20 pounds. The noise level is occasionally moderate. Work includes sensory ability to talk, hear, smell and touch. Work in this position also includes close vision. Employees will sit, stand and walk.
