Public Safety Dispatcher I/Dispatcher II

PRIMARY PURPOSE OF POSITION: Performs a variety of duties involved in the operation of the emergency services systems and various communication devices to receive, route, relay and dispatch calls for emergency and non-emergency law enforcement, ambulance, fire, and other services.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES: Under general supervision of the Public Safety Dispatch Supervisor or Lead Dispatcher, the position performs the following essential functions and responsibilities. (Essential functions are those functions that the individual who holds the position must be able to perform unaided or with the assistance of reasonable accommodation.)
1. Prioritizes and obtains pertinent data from both emergency and non-emergency contacts and uses a computer assisted system to dispatch law enforcement, fire, and ambulance by transmitting information to the appropriate unit;
2. Provide general information to the public; refer calls to appropriate agencies; calm angered, distraught, or frightened callers; maintain calm in radio transmissions during hectic, tense, and dangerous situations;
3. Maintain accurate log of incoming services requests and action taken; enter, update, and retrieve information from the Computer Aided Dispatch (CAD) system;
4. Maintains communications and monitors the status of mobile units for the arrival at dispatched location, ascertains seriousness and exact circumstances of the police emergency, notifies police patrol supervisor as warranted, and dispatches requested information or additional assistance as needed;
5. Receives, reports, and records pertinent information;
6. Performs computer clearances and information searches for law enforcement officers; utilizing computer systems including National Crime Information System (NCIC), the Colorado Crime Information System (CCIC); City of Sterling and Logan County court files;
7. Communicates and coordinates activity between other agencies and law enforcements officers and the dispatching of peripheral assistance such as tow trucks, transportation requests, and citizen responders;
8. Keeps Director, Dispatch Supervisor, and Lead Dispatcher advised of any and all activities that may affect the operations or employees of the Communications Center or the user agencies;
9. Work is performed under extremely stressful conditions and/or frequent interruptions;
10. Work is performed in an enclosed environment with multi-dispatch stations requiring close communication with co-workers and limited privacy;
11. Interacts with the public in a cordial, tactful and professional manner which serves to maintain and develop effective working relationships with clientele. Maintain customer service expectations of the division when dealing with public or fellow employees either in person or on phone;
12. Follows all applicable safety rules and regulations.
13. Maintains strict confidentiality of information;
14. Carries a communication device that can communicate with the Air Messenger program (ex.: cell phone);
15. Performs other related functions as otherwise assigned, delegated or required by their immediate supervisor.

SUPERVISION OF OTHERS: Has no responsibility for supervision.

QUALIFICATIONS: The degree of knowledge, ability and physical requirements as outlined under this section is that which is necessary to satisfactory perform the essential functions of this position. Employees should be able to explain and demonstrate that the individual can perform the essential physical functions of the job, with or without reasonable accommodation, using some other combination of skills and abilities and possess the necessary physical requirements, with or without the aid of mechanical devices, to perform safely the essential functions of the job.

Knowledge of:

  • Modern office procedures, methods and computer equipment, programs, applications and uses;

  • Computer Aided Dispatch (CAD), phone systems and radio system

Ability to:
1. Analyze situations objectively and critically and determine a proper course of action, the outcomes of which are desirable parameters;
2. Express or exchange ideas effectively to a diverse audience by means of the spoken word and/or written documents;
3. Adapt to frequent changes in schedule;
4. Work non-standard hours such as evenings, swing shifts, weekends and holidays;
5. Communicate in an effective, cordial, tactful, and professional manner suitable for the situation, while performing activities in which employee must convey detailed or important spoken instructions to supervised employees and other members of the general public, vendors;
6. Comprehend and follow complex written and/or oral instructions, to compile information, to complete and file accurate reports, with minimal supervision;
7. Represent Department and the City of Sterling in a positive responsive manner to the public and fellow employees;
8. Demonstrate the safe operation, and performance of minor maintenance of equipment associated with or used in course of accomplishing the primary purpose(s) of the position ;
9. Interact with the public in a cordial, tactful and professional manner especially in times of emotional distress for families which serves to maintain and develop effective working relationships with clientele. Exercise sound judgment, reasoning and decision making which produces logical and consistent results and outcomes.

EDUCATION, EXPERIENCE AND TRAINING:

Education:
High School or G.E.D.
Experience: Six (6) months experience in clerical or public contact work; keyboarding skills sufficient to perform position duties
Training/Certifications: Obtain and maintain Emergency Medical Dispatch certification within one (1) year of appointment; maintain certification in CPR, first aid, and Emergency Medical Dispatch; obtain and maintain CCIC/NCIC clearance
Special Requirements:
Possess and maintain appropriate CO operator’s license for the type of City owned vehicle which the employee may operate in the scope of employment.
Must pass Police background check prior to employment.
