Performs analyses on rate design, jurisdictional and class cost allocation and cost of service studies, financial analysis, tariff language, retail energy market competition and anti-competitive activities, energy utility restructuring, renewable energy, and other topics. Results are included in testimony, comments, or reports assigned to the division. Work products may be filed with the Commission. All work products will be adequately supported. Filed testimony requires the Economist I to assist Staff attorneys in settlement discussions and other aspects of litigation.
Testifies during litigated proceedings and other proceedings before the Commission. Prepares for cross-examination of filed testimony through "mock trials" with other Staff members and Staff Counsel. Develops "briefing book" and other support materials to use during cross- examination. Prepares responses to discovery requests from other parties and the Commission. Filed testimony requires the Economist to assist Staff attorneys in settlement discussions and other aspects of litigation.
Provides direct support and advisement to the Commission through bucksheets or work products as assigned. Bucksheet comments respond to utility filings, complaints, allegations of anti- competitive activities and the employee addresses questions on those comments from the Commission and other interested parties.
Participates in or supports other division members' participation in working groups that may include other Staff members and representatives of utilities and other parties on matters related to energy competition, tariff provisions, utility restructuring and other subjects.
Outside Agency Contacts/Performs other duties as assigned.
Monitors Regulatory Events
Experience: Four years of experience performing utility, energy policy, economic or econometrically based analysis.
Notes:
1. Candidates may substitute the possession of a Bachelor's degree in Economics, Engineering, Business, Finance, Accounting, Statistics or Mathematics from an accredited college or university for the required experience.
2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in accounting classification or accounting specialty codes in the accounting and budget group field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS:
Experience working for a utility regulatory commission.
Experience writing on technical or business topics
Experience using Microsoft Office suite.
Experience using Microsoft Excel to analyze data and perform calculations.
Coursework in econometric or financial analysis, electrical power engineering, applied mathematics, statistics, or related technical fields of study.
