HUMAN DEVELOPMENT FOUNDATION PAKISTAN is a non-profit organization registered under section 42 of Companies Act, 2017 of the Government of Pakistan. Using a holistic approach, HDF has been working in 05 programs including Social Capital Development, Education & Literacy, Primary Health Care, Economic Development, and Sustainable Environment to address the needs of the marginalized communities of Pakistan. HDF has been working in 40 districts across Pakistan.

The purpose of this Invitation to Tender (ITT) is to select a qualified supplier or suppliers who can provide textbooks that meet the curriculum and educational standards required by the Human Development Foundation.

The successful bidder will be required to supply textbooks in the following categories:

• Subject Areas: Annexure – A (Item List attached)
• Grade Levels: Annexure – A (Item List attached)
• Quantity: Annexure – A (Item List attached)
• The textbooks must be in new, unused condition, and must meet the requirements of the prescribed curriculum as specified by Punjab Textbook Board.

To be eligible to submit a tender, the bidder must meet the following criteria:

• Instructions for pricing, delivery, and payment.

The completed tender documents should be submitted in a sealed envelope, clearly marked as "Tender for Purchase of Punjab Textbooks". The envelope should contain the following:

• Bidder’s profile and supporting documents as per the eligibility criteria.
• Detailed quotation for the textbooks, including prices, quantities, and delivery terms.
• Delivery schedule & charges (if any).

7. TENDER OPENING:

Tenders will be opened in the presence of the bid committee on the very next day of submission at HDF Head Office in Islamabad. The Bid Committee has the right to accept / reject, complete / partial bid without assigning any reason.

The evaluation of the tenders will be based on the following criteria:

• Compliance with Specifications: The textbooks offered must meet the specifications provided in the tender documents.
• Price & Discount Offered: The total cost of the textbooks as per the submitted quotations and offered discount.
• Delivery Time: The ability to meet the delivery schedule.
• Experience and Reputation: Experience and reputation of the bidder in supplying textbooks to educational institutions.

9. AWARD OF CONTRACT:

The Purchaser will award the contract to the most responsive and responsible bidder based on the evaluation criteria. The Purchaser reserves the right to reject any or all tenders without providing any reasons.

10. TERMS AND CONDITIONS:

• Taxes and Delivery Charges: Prices should be inclusive of all taxes and transportation charges (if applicable).
