SUMMARY: Directs and coordinates activities of personnel engaged in Purchasing and Production Planning.

Develops procedures, instructions, systems & process's regarding material quoting, purchasing, and production planning to ensure departmental effectiveness and efficiency.

Supervise the development of material plans to support production via the MRP system and the execution of their procurement. When appropriate, directly review MRP reports and issue purchase orders to satisfy requirements. If requirements cannot be satisfied in a timely manner, issues reschedule notice(s).

Review job shortages with buyers / expeditors and develop action plan(s) to address

Supervise the expedition process of purchase orders.

Supervise the review of material requisitions from production and the procurement of necessary items.

Review all material quote requests and assign them to a buyer. After buyer completes the quote, review and then pass on to program management to complete the .

Develop training processes for the understanding of key concepts.

Develop sources for custom fabricated items.

Track vendor performance and formally ranks vendors based upon their past performance.

Review engineering change notices, purges, and deviations processed through purchasing and communicate appropriately with buyers if needed for their related required actions.

Review of the MRB cage with Quality and Plant Managers.

Manage of defective or unacceptable goods or services with receiving, inspection, quality control, and suppliers, to determine root cause and initiate corrective action. Supervise the return of such material and issuance of debit memo(s) to accounts payable.

Supervise manufacturing planning and ensure an executable production plan in a timely manner based on capacity and material availability.

Supervise the scheduling of job kitting.

Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include training, assigning/directing work, appraising performance, rewarding, disciplining, addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE:

Bachelor's or Associate's Degree and three to five years Purchasing experience in Electronics Manufacturing.

OTHER SKILLS and ABILITIES:

1. Understanding of MRP logic

2. Ability to read and understand drawings and associated specifications

3. Proficient in use of excel

4. Adept at military electronics procurement and specifications

5. Excellent communication skills

6. Ability to deal with problem vendors and achieve desired results

7. Ability to manage direct reports

8. Ability to effectively manage time and handle a variety of tasks

9. Good organizational skills
