Job Summary
Manager – Purchasing is responsible for leading and managing the procurement function for raw materials, base oils, additives, packaging materials, and indirect supplies required for lubricant production and distribution. This role ensures cost efficiency, supplier reliability, quality compliance, and uninterrupted supply chain operations while aligning purchasing strategy with overall business objectives.
Key Responsibilities
1. Strategic Procurement Leadership
- Develop and implement purchasing strategies aligned with company goals.
- Establish long-term sourcing strategies for:
- Base oils (Group I, II, III, synthetic)
- Additives and chemical components
- Packaging materials (drums, pails, bottles, labels)
- OEM-specific raw materials
- Monitor global lubricant raw material trends and price fluctuations.
2. Supplier Management
- Identify, evaluate, and on board reliable suppliers (local & international).
- Negotiate contracts, pricing, payment terms, and service agreements.
- Conduct supplier performance reviews (quality, delivery, cost).
- Develop alternate sourcing strategies to mitigate supply risks.
3. Cost Control & Budgeting
- Lead cost-reduction initiatives
- Manage procurement budgets and forecasting.
- Track commodity price indexes affecting base oils and additives.
4. Inventory & Supply Planning
- Coordinate with production, logistics, and sales departments.
- Maintain optimal inventory levels to avoid stock-outs or excess stock.
- Implement demand planning and procurement forecasting systems.
5. Compliance & Quality Assurance
- Ensure procurement meets regulatory and environmental standards.
- Maintain compliance with ISO, environmental, and safety regulations.
- Collaborate with QA/QC teams to ensure raw material specifications are met.
6. Risk Management
- Assess geopolitical, supply chain, and market risks.
- Develop contingency plans for supply disruptions.
- Monitor international trade policies affecting petroleum-based products.
7. Team Leadership
- Lead and mentor the purchasing team.
- Establish KPIs and performance metrics.
- Promote ethical procurement practices and transparency.
8. International Trade Compliance
- Ensure compliance with export/import regulations, customs laws, and trade policies.
- Manage documentation: LC, BL, COO, commercial invoices, packing lists.
- Coordinate with freight forwarders and customs clearing agents.
- Ensure compliance with international lubricant standards (API, SAE, ACEA, etc.).
9. Logistics & Supply Chain
- Oversee international shipping (FCL/LCL shipments).
- Optimize freight cost and delivery timelines.
- Manage port operations, warehousing, and bonded logistics.
- Coordinate with shipping lines and inspection agencies.
10. Financial & Risk Management
- Manage foreign exchange exposure and international payment terms (LC, DA, DP, TT).
- Monitor export incentives, duty drawbacks, and trade finance instruments.
- Ensure profitability of international operations.
- Prepare export sales forecasts and budgets.
