POSITION SUMMARY:
The Purchasing Specialist manages the supply and inventory operations of the Purchasing Department in compliance with local government code, and other relevant statutes and policies, as well as, assists with City contracts, bid/proposal specifications and procurement of City budgeted items This is accomplished by monitoring warehouse inventory, purchase orders, online property auction and property disposal, and assisting with vendor selection for procurement activities.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Consults with department personnel on procurement needs and provides technical assistance for required goods. May assist department with obtaining quotes.
- Ensures the timely procurement and delivery of goods in accordancewith city procurement policies and all other applicable federal, state and local laws, policies and procedures.
- Acts as a department representative to other city departments, and outside agencies by explaining, justifying, and defending department programs, policies, and activities.
- Receive and evaluate departmental requisitions, identify potential suppliers and select appropriate procurement methods based on established procurement requirements and best value criterion.
- Analyze and develop specifications for an unlimited range of goods and draft certain scopes of work for review by upper-level staff.
- Execute and administer purchase orders in accordance with applicable procurement regulations, policies and procedures.
- Participates in the development of the department budget; estimates funds needed for equipment, materials, and supplies; requests approval of expenditures; and completes Purchase Orders as necessary.
- Coordinates departmental activities with those of other departments and outside agencies and organizations.
- Responds to and resolves sensitive procurement related inquiries and complaints from both internal and external sources.
- Manages city product inventory, determines the required stock level of materials, and ensures adequate levels are maintained in the warehouse.
- Performs annual product inventory
- Monitors the City's cooperative purchasing efforts with other governmental entities and provides reports on usage.
- Responsible for retail credit account management.
- Manages disposal of excess and surplus property by arranging the disposal of unserviceable or damaged property,managing online property auction through the City’s designated auction method and re-distributing surplus property to other city departments.
- Processes new vehicle title and registration documents and completes the renewal of existing vehicle registrations.
- Performs other duties as assigned.
EDUCATION AND EXPERIENCE REQUIREMENTS:
- Requires High School Diploma or GED, and three (3) years of related work experience.
CERTIFICATION AND LICENSES REQUIRED:
- Requires a valid driver’s license.
- Professional Purchasing certification preferable.
