Job Title:

QA/QC Engineer – Railway / Metro Infrastructure

Purpose of the Role

To ensure that all construction, installation, and system works for railway and metro projects are executed in compliance with contract specifications, client requirements, and international quality standards. The QA/QC Engineer is responsible for implementing and monitoring Quality Management Systems (QMS) and ensuring continual improvement throughout the project lifecycle.

Key Responsibilities

1. Quality Planning & System Implementation

  • Assist in developing and maintaining the Project Quality Plan (PQP) in line with ISO 9001:2015 and client quality requirements (e.g., RTA, Etihad Rail, DoT).
  • Implement Inspection and Test Plans (ITPs), Method Statements, and Quality Checklists for all civil, MEP, and systems works.
  • Ensure contractor and subcontractor compliance with approved QA/QC procedures and specifications.
  • Support the development of document control systems and maintain quality documentation (drawings, test certificates, NCRs, reports).

2. Inspection & Testing

  • Conduct daily inspections of construction and system installation activities (track, tunnels, viaducts, stations, signalling, power, telecoms).
  • Verify materials and workmanship against approved drawings and specifications.
  • Monitor material testing (concrete, steel, ballast, cables, etc.) through approved laboratories.
  • Ensure that calibration and test records are properly maintained and traceable.
  • Participate in Factory Acceptance Tests (FATs), Site Acceptance Tests (SATs), and commissioning inspections as required.

3. Non-Conformance & Corrective Actions

  • Identify non-conformances (NCRs), issue reports, and track them until closure.
  • Support root cause analysis (RCA) and implement corrective and preventive actions (CAPA).
  • Work with contractors and consultants to resolve quality issues without impacting project progress.

4. Audit & Compliance

  • Conduct internal and external quality audits in coordination with the QA/QC Manager and client representatives.
  • Verify compliance with UAE regulatory bodies and client-specific standards.
  • Participate in audits conducted by client (RTA, Etihad Rail DB) or third-party certification agencies.
  • Support continuous improvement and lessons-learned programs.

5. Reporting & Documentation

  • Maintain accurate QA/QC logs and generate daily, weekly, and monthly quality reports for management and client submission.
  • Prepare inspection summary reports, material approval logs, and non-conformance registers.
  • Maintain as-built documentation and quality handover dossiers for final acceptance.

6. Health, Safety, and Environmental Coordination

  • Support HSE compliance and ensure that quality activities are integrated with safety requirements.
  • Report quality-related safety issues and participate in joint quality-safety inspections.

Qualifications & Experience

Education

Bachelor’s degree in civil, Mechanical, Electrical, or Quality Engineering. Master’s degree is an advantage.

Experience

7–12 years of experience in QA/QC within railway, metro, infrastructure, or heavy civil projects, with at least 3–5 years in the UAE or GCC.

Industry Expertise

Civil structures (tunnels, viaducts, stations), track works, systems (signaling, E&M, telecoms, SCADA), and depot facilities.

Certifications

ISO 9001:2015 Lead Auditor (IRCA), IRIS Certification, PMP or equivalent preferred.

Software

MS Office, AutoCAD (for reference), EDMS systems (Aconex, Asite, SharePoint).

Knowledge

UAE construction codes, RTA/Etihad Rail standards, FIDIC contracts, and EN 50126/50128 quality standards.

Language

Excellent English (verbal & written); Arabic is an advantage.
