Job Purpose
The QHSE Risk Manager is responsible for identifying, evaluating, and controlling risks related to quality, health, safety, and environmental aspects across projects and operations. The role ensures compliance with regulatory requirements, promotes safe work practices, and supports a proactive risk management culture to prevent incidents and ensure project success.
Key Responsibilities1. Risk Identification & Assessment
- Conduct QHSE risk assessments (HIRA, HAZID, HAZOP where applicable).
- Identify hazards associated with construction/project activities.
- Maintain and update project risk registers.
2. QHSE Compliance & Standards
- Ensure compliance with UAE regulations, ADNOC/Client standards (if applicable).
- Implement ISO standards:
- ISO 9001 (Quality)
- ISO 14001 (Environmental)
- ISO 45001 (Health & Safety)
- Monitor adherence to company QHSE policies and procedures.
3. Risk Mitigation & Control
- Develop and implement mitigation measures for identified risks.
- Review Method Statements, JSA/JHA, and work procedures.
- Ensure control measures are in place before execution of critical activities.
4. Incident Management & Investigation
- Lead incident/accident investigations and root cause analysis.
- Recommend corrective and preventive actions (CAPA).
- Track incident trends and implement improvement programs.
5. Audits & Inspections
- Conduct internal QHSE audits and site inspections.
- Coordinate third-party audits and client inspections.
- Ensure closure of audit findings.
6. Training & Awareness
- Conduct QHSE training, toolbox talks, and awareness sessions.
- Promote a strong safety culture across the workforce.
- Ensure competency and certification of personnel.
7. Reporting & Documentation
- Prepare QHSE reports (weekly/monthly dashboards, KPIs).
- Maintain documentation related to risk assessments, permits, audits, and incidents.
- Provide reports to senior management and clients.
8. Emergency Preparedness & BCP
- Develop and maintain emergency response plans.
- Conduct drills and simulations.
- Ensure readiness for incidents such as fire, spills, or site emergencies.
9. Stakeholder Coordination
- Liaise with project managers, consultants, and clients.
- Act as QHSE advisor for all operational activities.
- Support tendering teams in risk evaluation and method statements.
Qualifications & RequirementsEducation
- Bachelor’s Degree in Engineering / Environmental Science / Occupational Health & Safety or related field
Certifications (Mandatory / Preferred)
- NEBOSH (IGC / Diploma)
- IOSH Managing Safely
- ISO 45001 Lead Auditor
- ISO 14001 & ISO 9001 Lead Auditor (preferred)
- First Aid / Fire Safety Certification (advantage)
Experience
- 7–12 years of QHSE experience (preferably in construction, piling, infrastructure, oil & gas)
- Minimum 3–5 years in a managerial role
- UAE/GCC project experience preferred
